SPECIAL PRESENTATIONS/ANNOUNCEMENTS Joe Stumpf announced that Tom Curriden will be sitting in for Linda Niles as staff; our new format will be an attempt to accelerate the meetings to finish by 10 p.m. or 11 p.m., we'll need to review the agenda at 8:30 for an overall evaluation. - The Olivenhain Town Council will be meeting at 7:30 Wednesday to consider gated communities in Olivenhain. Sara Freda distributed a tentative schedule for current projects to the Community Advisory Board members. 4. ORAL COMMUNICATIONS 5. CASE NUMBER: 89-209 TM/EIA/MUP APPLICANT: Stratford Funding \ LOCATION: Lone Jack Road between Crystal Ridge Road and Lone Jack Road DESCRIPTION: Clarification of final Resolution for a Tentative Subdivision Map Application, Major Use Permit, and Environmental Initial Assessment for the proposed major subdivision of approximately 10 acres into 9 single family residential lots, one open space lot and one recreational center lot, in the RR-2 Zone. ENVIRONMENTAL STATUS: Recommended Negative Declaration. Motion: Board Member Chuck Duvi vier - To recommend approval 8 of the draft resolution to the Planning Commission with the following revisions: Condition #2 .G., after "low profile houses" add "not to exceed 16' above the highest pad elevation on upper pad" in order not to silhouette...; Condition #2.I., add "Split level pads will be utilized to reduce building heights and minimize grading."; Condition #4.C., add "Retaining walls shall be carefully reviewed as candidates for continual inspection and such inspections shall be required when necessary, with the exception of the road's retaining wall which was approved on the map."; Condi tion # 6. DESCRIPTION: Environmental Review for the grading for 20 single family residential lots and Design Review for 15 homes. ENVIRONMENTAL STATUS: Under review. NOTE: Continued from the meeting of March 7, 1989. Motion: Board Member Linda Trujillo - To continue this item to the meeting of April 18, 1989 to give the applicant time to address the following: change any 2 stucco homes to wood (on all sides); Lot 19's pad size; proposed recreation trails; show documentation of grading and subsidence insurance for buyers; show how the "East 40" gets its access; evaluate the salvage of the archaeologically sensitive areas; 8 determine whether or not a 1/2: 1 grade is acceptable to the City's Public Works Department; observe the City's 26' height envelope for the houses; construct split level homes on Lots 18 and 19; use Pepper Trees to provide a variety during the winter, and also provide to the City a copy of the builder's general liability insurance. DESCRIPTION: Tentative subdivision Map application and Environmental Review for the proposed major subdivision of approximately 18.6 8 acres into 16 single family residential lots in the RR-2 Zone. ENVIRONMENTAL . STATUS: Under review. SF/ce/CAB12-1239wp5 3(7-21-89\5)3 8 NOTE: This item was continued from the meeting of March 21, 1989. Motion: Board Member Chuck DuVivier - To continue this item to the hearing of May 2,1989 to allow the applicant time to address the following: whether or not the cul-de-sac can be private; the existing and proposed width of Manchester Avenue and the reason behind its width; evaluation of the archeological and biological reports; stakes along lot boundaries and one in the center of each pad; evaluate the number of lots permissible on the steep portion; submit a cross section, and all information pertaining to Lot 13 and 14's proposed depth of fill; clarification of the long driveway as it exists now and what will become of Colony Terrace. CASE NUMBER: 89-020 TPM/CA 8 APPLICANT: Steve Robins LOCATION: 13th street and Rancho Santa Fe Road DESCRIPTION: Proposal for condition amendments on an already approved Tentative Parcel Map (87- 008-TPM) ENVIRONMENTAL STATUS: Exempt NOTE: Removed from agenda. It has been determined that the requested amendments need to be appealed to the Director of Public Works because they relate to City adopted standards. - NO ACTION TAKEN. D. CASE NUMBER: 89-052CR APPLICANT: North Coast Presbyterian Church LOCATION: South of Manchester Avenue between EI Camino Real and Encinitas Boulevard. DESCRIPTION: Conceptual Review for a Major Use Permit 8 application for a church and associated -- uses on a property in the R zone. .. ENVIRONMENTAL SF/ce/CAB12-1239wp5 4(7-21-89\5)4 . STATUS: Exempt 4IÞ NOTE: The Community Advisory Board took public testimony both in favor of and in opposition of the proposed conceptual review. The Community Advisory Board members did not make a motion regarding this; no opinion was stated if the project would be approved. They were concerned with the appropriateness of a church on such a desirable piece of property so close to the lagoon. They would like to know the status of the subdivision map on this property, which staff will be addressing. They had a concern for whether or not this proposal would set a precedent for this area. They wanted to explore both spreading the proj ect out over the entire parcel, and keeping it concentrated in one area while placing the remaining portion in Open Space. They asked the applicants to explore using the powerline easements for his parking and using the property surrounding the Vincent's property with Open Space. I f the parking lot must remain surrounding the Vincent's property then the use of berms and heavy landscaping shall be explored. The use of "Ritterings" on the parking lot to minimize hardscaping should be explored. The Community 4IÞ Advisory Board members were concerned over the proposed heights of the sanctuary. The traffic impacts to Manchester Avenue need to be evaluated. The visual impacts from Manchester Avenue need to be addressed; especially from the surrounding neighbors. Applicants were told that they shouldn't rely upon any suggestions made this evening as an indication the project mayor may not be approved, and if they proceed with the escrow it's at their own risk. Motion: Board Member Chuck DuVivier - To extend the meeting for additional 10-15 minutes to allow time to provide more feedback. Second: Board Member Steve Perkins Vote: Ayes - DuVivier, Perkins, Stumpf, Trujillo, Johnson Nays - None Absent - None Abstain- None 9. Community Advisory Board members asked that staff require the applicant to submit rough styrofoam models on those projects which have difficult to understand elevations and cross sections. 12.
