Linda Niles announced that the Planning Commissioners were
very grateful to the Community Advisory Board members for all
the work they put into the following 4 subdivisions: No. 88-
209 TM/EIA/MUP Stratford Funding, No. 88-183 TM/EIA Heidari,
No. 88-245 TM/EIA/ Chin/Stewart, and 88-250 TM/EIA Crystal
Ridge.
Planning Staff would also like to thank everyone for attending
the PC/CAB seminar It was a great success.

5. CLOSING AND ADOPTION OP CONSENT CALENDAR
8 Motion: Board Member Linda Trujillo - To accept and adopt
the Consent Calendar with the following revisions:
Approval of Minutes from meeting of: March 21, 1989 and
April 4, 1989 with the following revisions: On April 4,
1989: Item 8 A. 88-265 DR/EIA it should say "use pepper
trees to provide a variety during the winter" instead of
"sparingly because of the large quantities of water they
require"; and add: "also provide a copy of the builder's
general liability insurance" and on Item No.8. D. No.
89-052 CR:
"No opinion was stated if the project would be approved"
instead of "nor did they make any indication as to
whether or not the proposed church was an appropriate use
for this site". At the end of the motion add "applicants
were told that they shouldn't rely upon any suggestions
made this evening as an indication the project mayor may
not be approved, and if they proceed with the escrow it
is at their own risk.

8 resolution with the following conditions: The roads
shall be 20' paved on a 28' graded width, the
buildings shall meet the 26' height regulations
except the uphill split level lots (allowed to
exceed 26' with their chimneys only); including the
2 additional wood houses as shown; lot 19 as
changed (with contour grading); the recreation
trails as shown; and that they replace Pepper Trees
with Pittosporum (Victorian Box) and replace Cantony
Astor with Island Bush Snapper if possible.

to the meeting of May 16, 1989 so that staff can clarify the
findings on the Resolution regarding the incompatibility of
the design and extent of development proposed on greater than
25% slopes, and some 40% plus slopes; and previously addressed
issues. Additionally, it was clarified by staff that the
public hearing was closed and there would be discussion at the
May 16, 1989 meeting on the clarification of the findings
only.

10. BUSINESS FROM THE COKMUNITY ADVISORY BOARD AND DISCUSSION OF
CHARACTERISTICS AND OBJECTIVES UNI~UE TO THE COKMUNITY.
Kevin Johnson asked if we could discuss naming developments
after significant characteristics of the land they encompass.
The Board requested this to be on Item 10 of May 2, 1989
agenda.
A. Discussion of gates,in Olivenhain.
The Community Advisory Board members listened to public
8 testimony regarding gates. They were informed that the
Olivenhain Town Council held a meeting regarding gates in
Olivenhain and 2 motions were made as follows:

(1) That they were in favor of allowing gates for private
8 property owners in private developments. (32 people voting;
unanimous vote).
(2) That they were in favor of allowing gates for communities
that were being proposed by developers. (32 people voting;
31 ayes, 1 no).
They then discussed some specific concerns: That gates
portrayed a "Fortress mentality" and "elitism", and there
might be effects on recreational trails, and that the
community should not infringe upon the rights of private
property owners that want gates. The members of the board
also recognized some favorable aspects of gates such as
increased security, personal privacy, increased protection,
and the reduction of maintenance on private roads. Recreation
trails should be accommodated alongside the gate. The
Community Advisory Board could not come to a consensus
decision to favor or discourage gates but will evaluate gate
proposals on their individual merits.

with the following conditions: That the applicant adhere to
all conditions required by the City Grading Ordinance and
mitigation measures stated in the Environmental Negative
Declaration; that a grading meeting between staff and the
applicant be held in a good faith effort to determine the
areas that can be avoided in the grading process for
disturbance by the grading equipment and that the area be
redlined on a map and staked on site; and that they stay out
of natural drainage areas; and that the toes be filled and the
tops of slopes be rolled as much as possible.
