CALL TO ORDER/ROLL CALL Community Advisory Board Members Present: Chuck DuVivier, Kevin Johnson, Steve Perkins, Joseph Stumpf, Linda Trujillo Community Advisory Members Absent: 8 None Staff Members Present: Linda Niles, Associate Planner Marianne Buscemi, Planning Technician Charles Kubli, Senior Engineer 2. PLEDGE OF ALLEGIANCE 3. SPECIAL PRESENTATIONS/ANNOUNCEMENTS A. Discussion regarding namlng developments after the significant characteristics pertaining to the respective development sites. After discussion, the Community Advisory Board voted to direct staff to inform applicants that the Community Advisory Board would like them to consider coming up with names that have some historic value to the site. The motion was made by member Johnson, seconded by member Perkins and approved by a vote of 3-2 with members DuVivier and Trujillo opposing. B. Discussion regarding whether there is a need for "Special 8 Meetings" to address the Community Advisory Board backlog of applications. It was the unanimous decision of the Community Advisory Board to schedule the next 3 Olivenhain Community Advisory Board meetings to begin at 6:30 rather than 7:00, and to try to add small items to the agenda that can be taken care of quickly. D. Member Steve Perkins presented the Board with sample plants that could be used as suggestions for subdivisions. The plants included: galivisious Speciosa, fruity mulberry and victorian box. The plants are common to the area and are hardy, drought tolerant plants. 4. ORAL COMMUNICATIONS Oral comments (maximum of three minutes) will be heard from persons who submit a white slip to staff. No action may legally be taken on non-agenda items, such items will be referred to the Planning staff. 5. CLOSING AND ADOPTION OF CONSENT CALENDAR A. No Minutes were submitted for approval. B. ENVIRONMENTAL STATUS: Pending review. NOTE: This item was continued from the meeting of April 18, 1989 to allow staff to return with the resolution and findings denying the Tentative Parcel Map. PUBLIC HEARINGS A. CASE NUMBER: 88-265 DR/EIA APPLICANT: Pacific Scene LOCATION: Brookside Lane, South of Lone Jack Road and Camino del Rancho. DESCRIPTION: Environmental Review for the grading for 20 single family residential lots and Design Review for 15 homes. ENVIRONMENTAL STATUS: Under review. NOTE: This item was approved by the Olivenhain Community Advisory Board on April 18,1989 but 8 due to an incorrect rnailout, the City will reopen the public hearing. CASE NUMBER: 89-017 DR APPLICANT: Barratt American LOCATION: East of Lone Jack Road at Lone Hill Lane (Rheingold Map) DESCRIPTION: Design Review for the construction and landscaping of 58 single family residences. ENVIRONMENTAL STATUS: Under review. NOTE: This item was continued from the meeting of 8 April 18, 1989. Board member Perkins stepped down from hearing this item. Motion: Board Member DuVivier - The Board closed the public hearing and continued this item to the June 6, 1989 Community Advisory Board meeting, for review and clarification of the resolution. Community Advisory Board also requested the following: - outside lighting including house and bridge lighting return to Community Advisory Board for review; - color and material boards and new color scheme return to Community Advisory Board; - fencing walls return to Community Advisory Board; - signage for the proj ect return to Community Advisory Board; - additional landscape and site layout for model homes to include parking be reviewed by staff. - that the houses are approved with llQ portion of them being over 26' in height -- - that the aloe and agave plants be considered for change and the oleanders be deleted and replaced with an alternate species - that the ponds are approved unless adequate means 8 for controlling insects cannot be found then they will be deleted. Or if the restrictions on the MB/05/CAB11-1290wp5 (6/01/89-3) 4 recorded map prohibit the water areas on the lots 8 or in the open space, they will be deleted. CASE NUMBER: 89-032 TPM APPLICANT: Preston Garst 8 LOCATION: West side of Rancho Santa Fe between Whisper Wind and 9th Street. DESCRIPTION: Tentative Parcel Map application for a proposed minor subdivision creating 2 single family residential lots in the RR- 2 zone. ENVIRONMENTAL STATUS: Under review. Motion: Board Member DuVivier - To approve the tentative Parcel Map as proposed with a 12' wide recreational trail on site on Rancho Santa Fe Road. Also, a noise and geological study to be done prior to issuance of a building permit. The noise easement on the property is not to be removed until an acoustical study to verify attenuation matters is done or some other acceptable measure for assuring noise attenuation be agreed upon by Engineering and community Development Departments. BUSINESS FROM THE COMMUNITY ADVISORY BOARD AND DISCUSSION OF CHARACTERISTICS AND OBJECTIVES UNIQUE TO THE COMMUNITY. Member Trujillo requested that the advertisements on the bus benches be reviewed. Member Trujillo was informed that the matter had already been referred to Code Enforcement. 10.
