PLEDGE OF ALLEGIANCE 3. SPECIAL PRESENTATIONS/ANNOUNCEMENTS Linda Niles announced that she had received a letter from Harley Denk at 3:30 p.m. this afternoon. The letter requested that the community Advisory Board continue his item to a specific date as opposed to indefinitely. A copy of this letter has been provided to the Board. Staff also announced that a copy of some proposed Zoning Ordinance changes, clarifications, and interpretations has been provided to the Board for their review. The Planning 0' Commission and the City Council will be reviewing these changes and clarifications in order to bring the Zoning Ordinance into conformance. If the Board has any comments regarding the Zoning Ordinance staff would appreciate receiving them as soon as possible. Board member DuVivier asked if the City would be scheduling a Zoning Code review seminar and Linda Niles said she would look into that. Staff asked if the Community Advisory Board wanted to meet at ..' 8 7:00 p.m. or 6:30 p.m. for the next two meetings because there appears to be a slight decrease in the case load. ENVIRONMENTAL STATUS: Exempt per section 15303 (e) CEQA. Motion: Board Member Chuck Duvivier to approve the consent calendar with the deletion of the minutes and the addition of item 7.D. 89-058 TPM/EIA, and 7.E. 89- 074 MIN. Item 5.A. 89-114 TPM/EIA was denied without prejudice, item 5.B. 89-059 BA/CC was continued to 6/20/89, item s.c. 89-058 TPM/EIA was continued to 6/20/89, item S.D. 89-074 MIN was approved as submitted. Second: Board Member Kevin Johnson Vote: Ayes - Duvivier, Johnson, Trujillo, Perkins, Stumpf Nays - None Absent - None Abstain- None Approval of Minutes from meeting of May 2, 1989 with the following revisions: 8 On item 7.A. 89-0l1 DR, Board member Johnson requested that staff note in the motion that the Board made specific findings to approve the gate which wasn't in conformance with the existing standards. Board member Stumpf requested that the first sentence ("The gate shall be opened to nonmobilized traffic (Le., animals, bicycles, baby carriages and pedestr ians) ;") be changed to: "The gate shall be constructed so as not to restrict nonmobilized traffic (Le., animals, bicycles, baby carriages and pedestrians) ;" and after the last sentence add "on a form acceptable to the City Attorney, naming the City as an insured." On item 7. C. Board member Johnson requested that the following be added to the motion: "lots l3 and 14 may not be appropriate for building due to their slope and terrain." . NOTE: This item was continued from the meeting of May 16, 1989 for review and clarification of the resolution of approval and to allow applicant to submit requested exhibits. Motion: Board Member Linda Trujillo - To continue this item to the meeting of June 20, 1989 to allow staff to make corrections to the resolution, and the applicant to submit a larger scale site plan showing the siting of the homes and the elevations and model designations to be called out clearly. CASE NUMBER: 89-001 EIA and 89-022 V/DR APPLICANT: steve Robins LOCATION: Southeast corner of Rancho Santa Fe Road and 13th Street DESCRIPTION: Environmental Review for the proposed grading of 4 single family residences. Design Review for 4 homes and a variance for setbacks for 3 of the homes. . ENVIRONMENTAL STATUS: Recommended Negative Declaration. Motion: Board Member Kevin Johnson - To continue to June 20, 1989 so that staff can return with a resolution approving the project. That existing improvements and those proposed for Colony Terrace be presented in graphic form on the TM or supplementary document. 8. Show the sewer easement access (l5' minimum width) on the TM. 9. Show existing improvements on Manchester at both ends of the TM. 10. Show the private on site cul-de-sac road at 40' width with a 40' radius to curb for the cul- de-sac. Improvements would be 24' on 32' graded width on the TM. 11. Clarify the acreage of lot 15 on the TM. l2. Show the square footage of the pads on the TM. 13. Show the driveway slopes on the TM. l4. Name the on-site private roads on the TM. 15. Discuss with the Encinitas Fire Protection District any requirements that may be necessary 8 for fire breaks on the property. l6. Submit more detail on the drainage proposed on- site to the Engineering Department. Staff noted that this additional information would have to be submitted by Monday, June l2, 1989, in order to be scheduled for the 7/5/89 meeting otherwise it will be scheduled on the July l8, 1989 Community Advisory Board meeting.
