SPECIAL PRESENTATIONS/ANNOUNCEMENTS Two appeals were received regarding previous Olivenhain Community Advisory Board decisions: Case # 89-058 TPM/EIA (Rhyner), approved by the Olivenhain Community Advisory Board on 6/20/89 and Case # 88-003 TPM/EIA (Helm), denied by the Olivenhain Community Advisory Board on 6/20/89. Both cases will be . heard for an initial consideration by the Planning Commission on 7/25/89. ORAL COMMUNICATIONS Gerry O'Brien spoke of his concerns regarding Case # 89-0l7 DR (Barratt), particularly the requirements for an IOD on Lone Hill Lane. 5. CLOSING AND ADOPTION OF CONSENT CALENDAR A. Approval of Minutes from meeting of: June 20, 1989 with the following changes: on Item # 7B. in the motion change the word "style" to "design"; delete this sentence from the motion " add a condition on the resolution stating that the Board did receive a statement regarding the area's poor drainage" and place it after the motion as a "Note". On Item 7C. Case # 88-003 TPM/EIA, add the following to the motion "based upon the findings included in the attached resolution." Motion: Board Member Chuck DuVivier - To accept and adopt the Consent Calendar with the above revisions. Second: Board Member Linda Trujillo Vote: Ayes - Stumpf, DuVivier, Trujillo, Perkins Nays - None Absent - None Abstain- Kevin Johnson B. Approval of Minutes of July 5, 1989 as submitted. Motion: Board Member Kevin Johnson - To accept and adopt the Consent Calendar. PUBLIC HEARINGS CONTINUED NOTE: At this time Board member Perkins left the room. A. CASE NUMBER: 89-017 DR APPLICANT: Barratt American LOCATION: East of Lone Jack Road at Lone Hill Lane (Rheinhld Map) DESCRIPTION: Design Review for the construction and landscaping of 58 single family residences. sf/04/CABl8-l392wp5 (7-26-89-2) 2 8 ENVIRONMENTAL STATUS: Exempt. Note: This item was continued from the meeting of June 6, 1989. Motion: Board Member Chuck DuVivier - To continue this item to the meeting of 8/8/89 (to begin at 6:30 p.m.) in order to give the applicant and staff time to address the following: Setback issues; bridge facing; and the IOD issue on Lone Hill Lane that Mr. O'Brien mentioned. The applicant shall submit the following material: the "model" with the topo layers, color boards for all elevations, slides, trim samples, colors, and tile samples. On the resolution paragraph R. will be changed to read as follows: "... in their natural state." The rest of the sentence shall be deleted. Planning staff will evaluate all proposed elevations on each lot and provide a summary regarding this. A. CASE NUMBER: 88-23l TM/EIA APPLICANT: Harley Denk LOCATION: Manchester Avenue, between Encinitas Boulevard and Colony Terrace. DESCRIPTION: Tentative Subdivision Map application and 0 Environmental Review for the proposed .' major subdivision of approximately l8.6 acres into 16 single family residential lots in the RR-2 Zone. ENVIRONMENTAL STATUS: Under review. NOTE: This item was continued from the meeting of June 6, 1989. ..' 8 - ,: ~ sf/04/CABI8-l392wp5 (7-26-89-2) 3 I Motion: Board Member Duvi vier - To recommend approval to the Planning Commission of a revised Tentative Map with only 13 lots as opposed to 15 lots, to put the area in lots 13 and 14 into Open Space, on lots l2 and 15 have private sewer laterals with minimal grading disturbance, have a path going up to the top of the hill, and provide "guzzlers" instead of trails. Second: Board Member Perkins Vote: Ayes - DuVivier, Perkins Nays - Stumpf, Johnson, Trujillo Absent - None Abstain - None Motion: Board Member DuVivier - To continue this item to the meeting of 8/22/89 to give the applicant enough time to revise the Tentative Map and submit the following information: A revised Map showing 13 lots instead of 15; on Lot #12 and #15 have private sewer laterals with minimal grading disturbance; have a path going up to the top of the hill, all of Lot #'s 13 and l4 shall be put in open space, provide "guzzlers" for small animals and set up a meeting with the Community services Department. BUSINESS FROM THE COMMUNITY ADVISORY BOARD AND DISCUSSION OF CHARACTERISTICS AND OBJECTIVES UNIOUE TO THE COMMUNITY. - Board member Johnson discussed Sienna Canyon's homes under construction, in particular the beams. He asked staff to look into their building inspection records. Motion: Board Member Johnson - To select a representative from the Community Advisory Board to follow appeals through to the Planning commission and City Council whenever necessary.
