CALL TO ORDER/ROLL CALL Community Advisory Board Members Present: Charles DuVivier, Steve Perkins, Linda Trujillo, Kevin Johnson community Advisory Members Absent: Joe Stumpf Staff Members Present: . Linda Niles, Associate Planner Martin Miller, Planning Technician Charles Kubli, Public Works Representative 2. PLEDGE OF ALLEGIANCE 3. SPECIAL PRESENTATIONS/ANNOUNCEMENTS Associate Planner Niles informed the Community Advisory Board that the Planning Department was operating at half staff, and every effort was being made to have packets and requests completed in a timely manner. 4. ORAL COMMUNICATIONS The following persons spoke during the oral communications segment of the meeting: Mr. Herbert Bieber of Bieber Lighting Corp. which specializes in tennis court lighting suggested a lighting shield to hold the lights down and also a tennis curfew of 9:00 or 10:00 for the lights to go out. Approval of Minutes from meeting of: August 8, 1989. Kotion: Board Kember Trujillo - To accept and adopt the Consent Calendar with the following revisions: Change Item 7A to read "Claimed Conflict of Interest". Second: Board Member Johnson Vote: Ayes - Trujillo, Johnson, Perkins, DuVivier Nays - None Absent - stumpf Abstain- None 6. PUBLIC HEARINGS Member Trujillo left the room and did not participate in the vote on item 89-042 MUPjEIA. A. CASE NUMBER: 89-042 MUPjEIA APPLICANT: Rhodes School I . LOCATION: 141 South Rancho Santa Fe DESCRIPTION: Major Use Permit application and Environmental Review for a proposed school of approximately 14,725 sq. ft. for 200 students, K-8. ENVIRONMENTAL STATUS: Under review. Motion: Board Member Johnson - To forward to the Planning Commission with a recommendation of approval with the following changes in the resolution to include: The entire use, including noise, lighting, traffic and scheduling will be reviewed by staff and presented in report form to the Olivenhain Community Advisory Board at the end of the school year (month of May). Thereafter, all inspections will be done on a complaint basis. Second: Board Member Perkins . CASE NUKBER: 89-046 MIN APPLICANT: Perry LOCATION: 4350 Manchester Avenue DESCRIPTION: Minor Use Permit request for a proposed garage/storage shed/workshop facility exceeding 1,000 sq. ft. ENVIRONMENTAL STATUS: Exempt per CEQA ~5303 (a). Motion: Board Member Perkins - To approve the application as resubmitted. Second: Board Member DuVivier Vote: Ayes - Perkins, DuVivier Nays - Trujillo, Johnson Absent - Stumpf 8 Abstain- None On a motion made by member Johnson and seconded by member Trujillo, it was unanimously approved to re-open discussion on this item. C. CASE NUKBER: 88-23l TM/EIA APPLICANT: Harley Denk LOCATION: Manchester Avenue, between Encinitas Boulevard and Colony Terrace. DESCRIPTION: Tentative Subdivision Map application and Environmental Review for the proposed major subdivision of approximately 18.6 acres into l6 single family residential lots in the RR-2 Zone. ENVIRONMENTAL STATUS: Under review. Motion: Board Member Johnson - To approve the application as revised and add the following conditions to the 8 resolution: , -Landscape watering on lots 13 and 14 is to be done " by the respective property owners; MB/07/CAB18 1482wp5 (9-20-89) 3 8 -There is to be a road maintenance agreement, including subsidization of the property owners for the road maintenance; and -All guzzlers are to be inspected and maintained. CASE NUMBER: 88-351 TMjEIA APPLICANT: Al Mayo LOCATION: Rancho de Mayo Road, South Bumann Road by way of Fortuna Ranch Road. DESCRIPTION: Tentative Map Application and ~ Environmental Review for a proposed major . subdivision of approximately 60.3 acres into 23 single family residential lots and 1 road lot in the Rural Residential Zone. ENVIRONMENTAL STATUS: Under review. Motion: Board Kember Johnson - To continue this item to the September 5, 1989 Community Advisory Board meeting. Second: Board Kember Trujillo Vote: Ayes - Johnson, Trujillo, perkins, DuVivier Nays - None Absent - stumpf Abstain- None 7. PUBLIC HEARINGS A. CASE NUMBER: 89-138 DR APPLICANT: Sung LOCATION: 3448 Bumann Road 8 DESCRIPTION: Design Review for one single family dwelling to exceed 26 feet for one portion of the roof and two chimneys. The Community Advisory Board members further requested that story poles be erected. CASE NUMBER: 89-175 CR APPLICANT: Minks :~ East of Lone Jack Road on Bumann Road (APN . LOCATION: 264-102-01). DESCRIPTION: Conceptual Review of the Circulation Plan for a Tentative Map of 9 lots. ENVIRONMENTAL STATUS: Under review. It was the consensus of the Community Advisory Board members that the applicant return with his original proposal. C.
