3. SPECIAL PRESENTATIONS/ANNOUNCEMENTS
Associate Planner Niles informed the Community Advisory Board
that the Planning Department was operating at half staff, and
every effort was being made to have packets and requests
completed in a timely manner.
4. ORAL COMMUNICATIONS
The following persons spoke during the oral communications
segment of the meeting:
Mr. Herbert Bieber of Bieber Lighting Corp. which specializes
in tennis court lighting suggested a lighting shield to hold
the lights down and also a tennis curfew of 9:00 or 10:00 for
the lights to go out.
Mr. Craig Caledonia spoke in favor of Mr. Bieber1s lighting
shield suggestion.

A. Approval of Minutes from meeting of: August 8, 1989.
Kotion: Board Kember Trujillo - To accept and adopt the
Consent Calendar with the following revisions:
Change Item 7A to read "Claimed Conflict of
Interest".

6. PUBLIC HEARINGS
Member Trujillo left the room and did not participate in the
vote on item 89-042 MUPjEIA.

DESCRIPTION: Major Use Permit application and
Environmental Review for a proposed school
of approximately 14,725 sq. ft. for 200
students, K-8.
ENVIRONMENTAL
STATUS: Under review.
Motion: Board Member Johnson - To forward to the Planning
Commission with a recommendation of approval with
the following changes in the resolution to include:
The entire use, including noise, lighting,
traffic and scheduling will be reviewed by
staff and presented in report form to the
Olivenhain Community Advisory Board at the end
of the school year (month of May). Thereafter,
all inspections will be done on a complaint
basis.

DESCRIPTION: Minor Use Permit request for a proposed
garage/storage shed/workshop facility
exceeding 1,000 sq. ft.
ENVIRONMENTAL
STATUS: Exempt per CEQA ~5303 (a).
Motion: Board Member Perkins - To approve the application
as resubmitted.
Second: Board Member DuVivier
Vote: Ayes - Perkins, DuVivier
Nays - Trujillo, Johnson
Absent - Stumpf

On a motion made by member Johnson and seconded by member
Trujillo, it was unanimously approved to re-open discussion
on this item.
C. CASE NUKBER: 88-23l TM/EIA
APPLICANT: Harley Denk
LOCATION: Manchester Avenue, between Encinitas
Boulevard and Colony Terrace.
DESCRIPTION: Tentative Subdivision Map application and
Environmental Review for the proposed
major subdivision of approximately 18.6
acres into l6 single family residential
lots in the RR-2 Zone.
ENVIRONMENTAL
STATUS: Under review.
Motion: Board Member Johnson - To approve the application
as revised and add the following conditions to the

, -Landscape watering on lots 13 and 14 is to be done

including subsidization of the property owners for
the road maintenance; and

On a motion made by member Stumpf, seconded by member
DuVivier, the Community Advisory Board voted to continue on
with the meeting to 11:00 p.m.

LOCATION: Rancho de Mayo Road, South Bumann Road by
way of Fortuna Ranch Road.
DESCRIPTION: Tentative Map Application and
