Approval of Minutes from meeting(s) of: August 22, 1989 and October 3, 1989. Motion: Board Member Trujillo - To approve the minutes for the meeting of August 22, 1989 with the following revisions: Amend the motion to continue the meeting to 11:00 p. m. to show Board Member Johnson as making the motion as opposed to Board Member Stumpf making the motion. (Board Member stumpf was absent). ENVIRONMENTAL STATUS: Under review. Motion: Board Member DuVivier - To continue 88-351 TM/EIA to the meeting of December 5, 1989 to allow the applicant and staff to address the following issues: DL/05/CAB16-1552WP5 (10-27-89) 2 - , Provide adequate and detailed 1. more 8 justification for exceeding mid-range density; 2. Address making lots 15, 16, 17, 26, 27 and possibly 14 as open space; 3. Provide information from the environmental consul tant regarding the adequacy of replanting the existing graded area near the proposed open space and retaining it as open space. Address whether it would provide a significant wildlife corridor since it is so close to the proposed lots and have the consultant attend the December 5, 1989 meeting; 4. Address the new sewer district standards in relationship to the proposed design of the lots; 5. Provide Planning commission's recommendation on justification to exceed mid-range; 6. Consider the impacts of the houses proposed on the higher lots for conformance with the General Plan and the desire not to have houses on ridgelines; . 7. Consider split level pads wherever possible; 8. Show second access preferably the "Day Alternative"; 9. Address second access and adherence to General Plan Policy, Circulation Element 2.4; and 10. Motion: Board Member Trujillo - To continue 89-162 DR/V to the meeting of November 21, 1989 to allow the applicant to submit and address the following: 1. Submit a landscape plan; 2. Submit a Sign Program; 3. Submit a Traffic Study; 4. Address ground level covered parking safety; 5. Provide more justification for a variance and address whether it is self-induced, or modify design to be out of the setbacks; 6. Clarify on-site drainage ensuring that it is in conformance with City Standards; and 7. Address any problems associated with the proposed traffic light location. CASE NUMBER: 89-061 TPM/EIA APPLICANT: Wallace Knute LOCATION: Lone Hill Lane (400 feet east of Lone Jack Road) DESCRIPTION: Tentative Parcel Map Application for the proposed minor subdivision of approximately 10.17 acres into three SFR lots in a rural zone. ENVIRONMENTAL STATUS: Negative Declaration recommended. Motion: Board Member Trujillo - To approve 89-061 TPM/EIA and certify the recommended Negative Declaration with the following revisions to the Resolution of approval: DL/05/CAB16-1552WP5 (10-27-89) 4 - , " 8 1. Reduce amount of-biological open space area on the southerly property line of lots 2 and 3 to a 50 foot buffer from a 100 foot buffer; 2. Archaeology testing on Lot 1 shall be required prior to issuance of a grading and/or building permit; and 3. The property owner shall improve a recreation trail on-site off of Lone Hill Lane at a twelve foot width in order to provide 10 feet of tread and two feet of planting. CASE NUMBER: 89-173 TM/EIA APPLICANT: Venture Pacific Development LOCATION: 2300 block of 1lth Street DESCRIPTION: Major subdivision of 6.40 acres into eleven 1/2 acre lots, consisting of ten SFR and one park lot; and environmental review.
