3. SPECIAL PRESENTATIONS/ANNOUNCEM~NTS
Patrick Murphy, Director of Community Services, reviewed the
Outdoor Lighting Interim Ordinance with the Community Advisory
Board members and stated that this ordinance would be reviewed
. by the Planning commission at its November 16, 1989 meeting.
Director Murphy stated that the purpose of the Lighting
Ordinance was to preserve the quality of the night sky by
minimizing light and glare.
Jerry o'Brien voiced his concern over the Escondido and Copper
Creeks. The stated that some of the new projects do not have
adequate facilities to handle the tar, oil, rubber, etc.
runoff, and consequently run into these creeks. These creeks
are considered a habitat and support a lot of life. Any
runoff from projects could cause this habitat and water life
to die.
The Community Advisory Board members requested that this item
be docketed on the agenda of the Engineering/Public Works
Department to address drainage facilities.

to the November 21 or December 5, 1989 meeting (whichever
meeting is held) requesting that the applicant reduce the size
of the dwelling to between 3,600 square feet to 4,000 square
feet, relocate the dwelling a little further south and move
garage to the west to allow less disturbance to the northerly
finger slope on the north property line; and to provide copies
to the Board of the experts letters regarding the degree of
disturbance existing on the site and the new calculations from
Mr. springer on the percentage of development encroachment.

Motion: Board Member DuVivier - To continue the application
to the December 5, 1989 meeting to allow the applicant to
return with further justification to exceed mid-range density;
to drop the garage on Parcel 1 to avoid the disturbance to the
front slope bank; to consider reducing the square footage on
Parcel 2 to avoid the nob; to consider a change to the house
plans so as not to have them all flat pad houses; to provide
report on effect of slope erosion on eastern edge of Parcel
3 and its effect on the property owner to the east; and
decrease square footage on Parcel 3 dwelling and consider
. relocating the driveway to the west side of the lot.

It was noted that there were 18 people present in favor of the
project with the park and no one in opposition.

On a motion made by member Trujillo, seconded by member
Perkins, the community Advisory Board voted to continue
the meeting to 11:15.

A. Discussion of holiday schedule. The Community Advisory
Board members unanimously agreed not to have a second
meeting in November, December, or January. The meetings
will be held on December 5, 1989 and January 16, 1990.
