5. APPROVAL OF MINUTES
Approval of minutes for the meeting of December 8, 1987.
Motion by Trujillo, seconded by Fernald, to approve th,;
minutes from the meeting of December 8, 1987, with the
following revisions:
1) Item 7A:
Condition #1 - delete IOD
Condition #4 - end sentence with period after right-of-
way and delete rest of sentence.
Condition #5 - delete emergency.
2) Item 7B: after "as submitted" add vIi th 60' right-of-
way; voted on as follows:

8 DESCRIPTION: Minor Use Permit Application for the
installation of a 12' x 50' mobile home to be used as
farm working housing. continued from the meeting of
November 3, 1987.
ENVIRONMENTAL STATUS: Exempt per section 15303 Class 3a
of State Environmental Guidelines (CEQA)
APPLICANT: Betty Simm
CASE NUMBER: 87-044-MIN
Board members DuVivier and Tutoli stepped down from
hearing 87-044-MIN.
Motion by Trujillo, seconded by Fernald, to approve 87-
044-MIN with the original location for the mobile home
(Location A) contingent upon resolution of the
appropriate setback from the rear lot line or the
centerline of the vacated Fourth Street; voted on as
follows:
Ayes - Trujillo, Fernald, Bobbitt
Absent - DuVivier, Tutoli
8 Motion by Trujillo, seconded by Bobbitt, that a request
be forwarded to City council from the Olivenhain
Community Advisory Board to consider the City
initiation of the vacation of all unused portions of
Fourth Street; voted on as follows:

B. LOCATION: Northwest corner of 11th Street and
Rancho Santa Fe Road
DESCRIPTION: Design Review Permit modification to
allow modifications to the previously approved noise
attenuation wall at Lots 4 and 6, and to reduce the
front yard setback previously conditioned for Lot 31.
ENVIRONMENTAL STATUS: Negative Declaration (County
Recommendation 4/28/87)

ENVIRONMENTAL STATUS: Recommendation to certify the
Negative Declaration

the meeting past the 10:00 hour; voted on as follows:

7. Business from the Community Advisory Board and discussion of
characteristics and objectives unique to the Olivenhain
Community.
Motion by Trujillo, seconded by DuVivier, that in review of
the General Plan Circulation Element the portion of Lone
Jack Road at the intersection of Lone Hill Road be
considered to be improved as a split road around the
existing grove of trees if necessary due to increased
traffic in the future; voted on as follows:
Ayes: Trujillo, DuVivier, Fernald, Tutoli, Bobbitt
Motion by Tutoli, seconded by Fernald, to send a statement
to the General Plan Ad Hoc Committee and the General Plan
Consultant indicating that the Olivenhain Community Advisory
Board is concerned with the upzoning recommended in Land Use
al ternative #3 for Olivenhain, since upzoning is the,
opposite of input received from the Olivenhain Town Council' ,
