Motion: DuVivier - To continue item until such time
that required studies can be completed, which should
include studies regarding drainage and studies
regarding the aesthetics of the proposed pads and
grading on top of the site.

flags.

STATUS: Exempt per Section 15311 class 11 of
CEQA.
Motion: DuVivier - To continue 88-085-SPRO to the
meeting of June 21, 1988 to allow applicant to return
with revisions to the proposed sign program bringing
the signs in conformance with the existing sign
ordinance. Each sign proposed was addressed as
follows:
1) Subdivision identification sign - a maximum of
16 sq. ft.,

ordinance however may consider redesign,

which addresses the noise easement.

condition that a solid rot resistant, wood fence be
used for noise mitigation, with drought resistant
plantings in front of the fence. The materials,
plantings and fence design need to be submi tted to
staff for approval.

DESCRIPrION: Major Use Permit Application for a
proposed private school in the RR-2
zone.
EHVIRONMEHTAL
STATUS: Recommend certification of a mitigated
Negative Declaration.
IIotion: DuVivier - To continue 88-061-MUP to the
meeting of May 3, 1988, in order to study the issue
of on-site and off-site traffic. Additionally, staff
shall return with an answer as to when a traffic
light is to be placed at the intersection of
Encinitas Boulevard and Rancho Santa Fe Road.

APPLI CANT: Rheingold, Inc.
LOCATION: East of Lone Jack Road, north of Dove

Road.
DESCRIPrION: Request for condition amendment to
previously approved 87-036-TMRV to
reword condition for custom lot
grading and to delete conditions
required on County approved
subdivision map.
In addition, review of three
conditions for previously approved 87-
036-TMRV referred back to Community
Advisory Board by Planning commission
regarding road widths and circulation
on-site.
Motion: DuVivier - To approve 88-124-TM/CA with the
. following revisions to the recommended condition
amendments:
1) Item 1-1 - Delete the last sentence and add the
following: "in addition, the recreation trail
shall be located within the 40 foot private
easement and shall be dedicated to the San
Dieguito Riders with the option to dedicate to
the City".
2) Item 13-i - Add the following to the end of the
sentence: "and will include a gate as approved
by the Fire Department".
3) Item 17-a - Amend the last sentence to read as
follows: The submitted grading plan and
conditions a-i, listed below shall serve as
guidelines in the design of the final lot
grading plans. Additionally, the final lot
grading plans shall be designed in compliance
with the City of Encinitas Grading Ordinance.
a) Minimize grading by restricting maximum cut
and fill depths to ten (10) feet vertical.

b) Locate the building sites so as to
minimize disruption to the steeper
portions of the lots.
. c) Locate the building site on each lot to
protect views and minimize any off-site
visual impacts.
d) Provide for estate size residences that
would accommodate two to four car garages
and adequate off-site guest parking. No
street parking is allowed within the
streets of this project.
e) Accommodate an approximate 110 by 130 foot
pad.
f) Accommodate utility installations in
locations that reduce potential impacts to
the native vegetation throughout the
project.
g) Specify the approximate building site
locations in order to reduce the impacts to
the overall project natural vegetation and
control surface runoff due to the site
specific grading and preserve views.
h) Require that all cut and fill slopes be
. rounded into the existing terrain to reduce
the visual impacts of manufactured pads.
i) Avoid any unnecessary clearing and
grubbing beyond the minimum needed to
accomplish the site specific grading for
each lot and the project roads.
