Traffic signal at Encinitas Blvd. and Manchester/Rancho Santa Fe Road. - DL/04/CAB9-797wp 5(6-16-88) . ., Motion: DuVivier - To request that city council have staff review the concept of a traffic circle at the intersection of Encinitas Boulevard and Manchester - Avenue/Rancho Santa Fe Road. Second: Fernald Vote: Ayes - Tutoli, Duvivier, Fernald, Bobbitt, Stumpf 2. La Bajada "Dip" Crossing. 7. PUBLIC HEARINGS A. CASE NUMBER: 88-115-TM & 88-115-EIA APPLICANT: Daniel H. Wiegand LOCATION: Lone Jack Road; West of Fortuna Ranch Road DESCRIPTION: Tentative Map Application and Environmental Initial Assessment for the proposed maj or subdivision of approximately 25 acres into eight single family residential lots in the RR.5 zone. ENVIRONMENTAL STATUS: Recommend certification of a Negative 8 Declaration. Motion: DuVivier - To recommend approval of 88-115-TM and 88-115-EIA with the following conditions: 1. To allow the electrical pole to remain above ground; 2. To require rolled curbs for the project with no parking painted on the curb rather than requiring freestanding no parking signs; 3. The bridge crossing is approved as submitted, and shall be designated as adequate for a 15- year and lOa-year flood; 4. Sewer lines shall be placed along the edge of the open space easement on the west side of Lot 8; 5. Other utilities shall run to the north of the bridge as close as possible to the bridge; 6. LOCATION: crystal Ridge Road DESCRIPTION: Design Review Application for four single family residences in the RR-2 zone; authority to exceed the city-wide height envelope is also requested. ENVIRONMENTAL STATUS: Negative Declaration certified on October 20, 1987. Motion: DuVivier - To continue 88-142-DR to the meeting of June 21, 1988 to address the following issues in more detail. 8 1. Verify building heights and/or reduce rooftop heights to be within the building envelope; 2. Submit more information regarding view blockage, i.e., line-of-sight drawing; 3.
