1987-11 RESOLUTION NO. DE-ll A RESOLUTION OF THE OLD ENCINITAS COMMUNITY ADVISORY BOARD 8 APPROVING A DESIGN REVIEW APPLICATION FOR A PROPOSED DUPLEX LOCATED ON THE EAST SIDE OF FOURTH STREET BETWEEN "G" AND "H" STREETS WHEREAS, an application for design review for a proposed duplex located on Lot 15, Block 32 of Encinitas according to Map thereof No. 148, filed in the office of the San Diego County Recorder, was filed by Ed Eginton for Boyd and Elsie Bahlmann, owners; WHEREAS, a public hearing was conducted on the application on October 8, 1987; and WHEREAS, the CAB considered: 1. The staff report dated October 8, 1987, 2. The proposed project plans received July 27, 1987, 3. Oral evidence submitted at the hearing, 8 4. written evidence submitted at the hearing; and WHEREAS, the community Advisory Board found that subject to the recommended conditions of approval, the project is in substantial compliance with the City's adopted design criteria. NOW THEREFORE, BE IT RESOLVED that Design Review application 87-029DR is hereby approved subject to the following conditions: 1. Building plans shall specify the following design - related revisions, subject to review and approval by the Community Development Department, prior to permit issuance: a. Substitution of mullion type windows for those shown on the original plans. b. The roof of the smaller "rental" unit shall be of the 8 same pitch and covered with the same roofing material as the larger residence. TCjsdjCAB4-253 (10-22-87-4) j c. Incorporation of an "informal" means of pedestrian access to the smaller "rental" unit from fourth street, e. g. stepping stones, railway ties, or other similar 8 construction. 2. Applicant shall submit a revised color schedule for roof tiles and trim elements which incorporates a more grayish hue prior to permit issuance. 3. Any proposed exterior mechanical equipment shall be shown on building plans and shall be subject to staff review and approval as to design and screening prior to permit issuance. 4. All light fixtures shall be designed and adjusted to reflect light downward, away from any road or street, and away from any adjoining premises, and shall otherwise conform to sections 6322 or 6324 of the Zoning Ordinance. 5. A Coastal Permit or finding of exemption must be obtained from the California Coastal Commission prior to building permit issuance. 6. All street improvements, including curb, gutter, and sidewalk shall be secured through a Lien Contract or other instrument satisfactory to the Director of Public Works in accordance with City standards prior to final occupancy. 7. This Design Review approval expires on October 8, 1988 (one 8 year from date of approval except where construction or use of the property in reliance on such site plan approval has commenced prior to its expiration.) If construction and use of the property in the reliance on a site plan approval has not commenced within the one year period, said period may be extended by the Director of Community Development at any time prior to the original expiration date.
