RESOLUTION NO. OE-9
A RESOLUTION OF THE OLD ENCINITAS COMMUNITY ADVISORY BOARD
8 APPROVING A DESIGN REVIEW APPLICATION FOR THE REMODEL
OF AN EXISTING AUTOMOBILE SERVICE FACILITY AT
110 N. HIGHWAY 101
WHEREAS, a request for Design Review for a remodel of an
existing structure and site improvements was filed by Edith and
Hugo Hahn for an automobile service establishment at 110 N.
Highway 101; and
WHEREAS, a public hearing was conducted on the application
on August 20, 1987; and
WHEREAS, the Community Advisory Board considered:
1. The staff report dated August 20, 1987,
2. The project development plans
3. written evidence submitted at the public hearing,
4. Oral evidence submitted at the hearing.
NOW THEREFORE, BE IT RESOLVED that Design Review Application
8 DR87-020E is hereby approved subject to the following conditions:
1. Building plans shall indicate the relocation of the
parking space nearest the southeast corner of the site
to allow for the required 22 ft. back-out distance for
the south service bay, and shall indicate the deletion
of the most easterly diagonal space, so as not to allow
or encourage vehicular back-out onto First Street.
Said revised plans shall be found satisfactory by staff
prior to permit issuance.
2. Building plans shall indicate a revised landscape plan
which contains the following, to be found satisfactory
by staff prior to permit issuance:
a. A landscape treatment for the parkway area to the
south of the project site.
b. A landscape treatment for the most easterly
diagonal parking space to be deleted, as discussed
in condition No.1 above.
c. Extension of the landscaped strip along the south
wall of the service area to a point flush with the
east wall of the "storage" structure in the
8 driveway, containing like landscape elements
(i.e., Tiki Pines).

d. Installation of a landscape strip between the
8 north wall of the structure and the row of
diagonal spaces, and the extension of the planter
area proposed along the west wall of the office to
adjoin it.
e. Incorporation of Eucalyptus trees (minimum 15
gallon size) in the place of the proposed olive
trees within the north parking area
f. An irrigation plan providing for irrigation of all
landscaped areas.
3. Curbing shall be installed along the southeast corner
of the site, to run from the curbing presently in place
along A street to the projects curb cuts/driveway along
First street, enclosing the landscaped parking
(condition 2 a. above).
4. All parking spaces shall be improved and striped in
accordance with the City's adopted policy manual prior
to final approval.
5. Building plans shall indicate a design treatment for
the west elevation which is consistent with that of the
other three elevations, to be found satisfactory by
staff prior to permit issuance.
8 6. The open car port/service area off the alley shall be
repainted, with the color to match that of the building
walls, prior to final approval
7. Prior to building permit issuance, the property owner
shall execute and enter into a covenant with the City
whereby the owner agrees to merge the subject property
into one legal lot in a manner and time prescribed by
the city.
