A) Ms. Cruger requests that further discussion of OLD
ENCINITAS street standards be conducted at a January,
1990 Community Advisory Board Hearing.
B) Mr. Dominy submits a letter to Community Advisory Board
members that he had received from Mort August which
discusses who has authority over street trees.
Motion: Board Member Peter Tobias - to move agenda item #9
(presentation by Public Works) to Oral
Communications, take public testimony, and continue
Public Hearing of OLD ENCINITAS Community Road
standards to JANUARY 25, 1990 and recommend that
Public Works return with a revised standard which
address citizen concerns.

C) Thirteen speakers in general opposition to Public Works
Road standards which would result in required Irrevocable
Offers of Dedications (IOD's) and possible future
widening of either Neptune Avenue or Vulcan Avenue.
Several citizens maintain that any widening of Neptune
Avenue would destroy the character of the neighborhood
by increasing traffic on the street and jeopardizing the
safety of pedestrians. Additionally, concern is raised
that wider right-of-ways result in smaller homes.

Motion: Board Member Mark Steyaert - To approve Case No. 89-
250 DR with staff recommendations and the additional
conditions:
1. Prior to permit issuance, the applicant shall
submit a revised landscape plan and obtain
Community Advisory Board approval of said plan
to include the following conditions:
a} Retention of existing Monterey Cypress
trees
b) Include at least 14 trees in the landscape
plan
c) Include an additional street tree on "H"
Street such as a Torrey Pine
d) Enhancement of landscaping including trees
along alley to screen east elevation
