LOCATION: 608 First street
DESCRIPTION: Sign program in conjunction with existing
eating and drinking establishment.
ENVIRONMENTAL
STATUS: Exempt under Section 15301 of CEQA.
Motion: Board Member Kauf1in - To approve 88-348 MIN/DR with
staff recommendations and the following conditions:
A. The applicant may retain existing signing for a period
not to exceed 2 years. No later than that 2 year period,
the applicant shall replace signing with new project
. signs reviewed and approved by the CAB November 30, 1989,
specifically signs 2, 3, 4, 5, 6, 8, and 9 of the
approved sign schedule dated November 20, 1989.
B. The applicant shall install 3 Jacaranda Street Trees of
a minimum 24 inch box size within the planter areas along
First Street, subject to a Street Tree permit from the
City's Public Works Department. If a standard street
tree is identified by the City within a period of two
years, those trees shall be replaced with said trees.
One Malaleuca Street tree of a minimum 24 inch box size
in the planter fronting "E" street, subject to a Street
Tree permit from the Public Works Department.
C. The applicant shall remove the westerly-most menu based
display board.

ENVIRONMENTAL
STATUS: Exempt under Section 15311(a} of CEQA.
Motion: Board Member Tobias - To approve 89-211 SPRO with
staff recommendations and the following conditions:
A. The illumination of the proposed directory sign shall be
reduced in intensity by a factor of approximately one
half, relative to the existing similar directory sign for
adjoining Moonlight Plaza Phase 1, to be verified by the
Community Development Department prior to final approval.

Motion: Board Member Tobias - To approve 89-133 V with staff
recommendations and the following conditions:
A. The variance and design review permits for the existing
rear yard fencing are approved as proposed.
B. A variance for side yard fencing to exceed the 6 ft.
limitation of code and be up to 8 ft. are approved, based
upon a condition that the applicant shall remove existing
temporary fencing and obtain a design review permit
through the Old Encinitas Community Advisory Board for
any permanent fencing between 6 ft. and 8 ft. in height.
c. The applicant shall also obtain Community Advisory Board
design review approval for any portion of the front yard
fencing exceeding 4 ft. in height (said fencing may be
up to 6 ft. under code provided that at least 50% of the
portion exceeding 4 ft. is open.)

Motion: Board Member Tobias - To direct staff to return on
December 14, 1989 with a draft resolution of approval and
clarify questions to drainage and sewer capacity with Public
Works.
