PUBLIC HEARINGS CONTINUED A. CASE NUMBER: 89-104 MUP MOD APPLICANT: Bethlehem Lutheran Church LOCATION: 925 Balour DESCRIPTION: Major Use Permit Amendment to allow temporary daycare facilities for up to 40 children within trailers until permanent facilities are constructed pursuant to original use permit. ENVIRONMENTAL STATUS: Consistent with previous Negative Declaration filed for the church project. Motion: Board Member Mark Steyaert - To approve 89-104 MUP with the following conditions: I} Extend the time that the trailers may remain on the site from three years to five years. 2) Retain existing pine trees and other mature 8 landscaping along the northern property line. 3} Install street trees (London Plane) as approved on the previous plans at a minimum of 15 gallon. 4) Retain three additional Poplar trees. 5} Allow two other London Plane trees to be planted in its box underground if desired. 6} A row of shrubs (to be approved by staff) to be placed along the westerly length of the temporary trailers and fence at a minimum of 5 gallon. 7} Retain Cottonwood trees as proposed. CASE NUMBER: 89-113V APPLICANT: stangeland LOCATION: 140 La Mesa Avenue DESCRIPTION: Variance from setback and nonconformity regulations to allow addition to existing single-family residence to encroach to within 10 feet of property lines and to permit a 6 foot fence at the property lines. ENVIRONMENTAL STATUS: Exempt per Section 15305(a) of CEQA. Motion: Board Member Peter Tobias - To approve 89-113V with the following conditions. I} The New Zealand trees be a minimum of 15 gallon. 2} The Australian Tea trees be 24" boxes. 3) Install Star Jasmine as shown on the plans and maintained so that it climbs along the fence. 8 4) Provide Irrigation System Plans to be approved by staff. ENVIRONMENTAL STATUS: Exempt under Section 15305 of CEQA. 8 TC/04/CAB17-1415wp5 (8-01-89-2) 3 8 Motion: Board Member Peter Tobias - To approve 89-126 MUP MOD with the following changes of the specific condition #4 and #5 of "Attachment B" of the resolution: #4) storage shed may be of the ordinary commercial type to match the existing structure in color. #5) Chain-link fencing may be used without the vinyl coating as previously recommended. CASE NUMBER: 89-129 MUP MOD APPLICANT: Scripps Memorial Hospital LOCATION: 354 Santa Fe DESCRIPTION: Major Use Permit amendment to incorporate 8 site presently containing a restaurant (to be demolished) into the Scripps Memorial Hospital project. ENVIRONMENTAL STATUS: Exempt under Section 15303 (L) of CEQA. Motion: Board Member Adam birnbaum - To approve 89-129 MUP MOD with the conditions that the Landscape Plans be returned with a redesign that provides additional landscape screening along the southerly end of the project site and east and west areas as related. Second: Board Member Peter Tobias vote: Ayes - Birnbaum, Kauf1in, Rotsheck, Steyaert, Tobias Nays - None Absent - None Abstain- None 8. COKHUNITY ADVISORY BOARD/PLANNER REPORTS Informational Items - No action to be taken. 9.
