ENVIR 0 NHENT AL STATUS: Negative Declaration prepared. Motion: Gail Hano - To approve 88-270 DR/EIA and certify the associated Negative Declaration per Staff's recommendations with the following conditions as presented: 1. That the conventional irrigation system be replaced with the drip system at the westerly half of the property. 2. That the ivy be replaced with suitable drought tolerant plant material. 3. Another species of tree be selected for the parkway. 8 4. That the east elevation of the northerly building over the garage have some relief in the stucco and that the corner windows be enlarged and carried around further along the east (front) wall. Motion: Gail Hano - To approve Design Review 88-311 subject to the conditions recommended in the staff report as well as the following condition: 8 Prior to permit issuance, the developer shall obtain Community Advisory Board approval of a revised landscape/site plan showing the following: 1. Trees/landscaping within the four triangular islands in the parking area indicated at the hearing; 2. Continuation of the planter area along the north elevation in front of the trash storage area, 3. All planters to be specified at a minimum 4 ft. width. 4. Relocation or deletion of satellite dish antenna. 5. Shrubbery along the east property frontage wi th the service station to wi thin 20ft. of the sidewalk along Encinitas Blvd. 6. Enhancement of the landscaping between the parking area and freeway offramp, to 8 provide some softening and screening of the parking area. 7. All perimeter trees to be a minimum 24" box size. 8.
