City Council upheld EIR on Sixpence Inns per staff's recommendation." Gain Hano - Additional conditions of Vulcan Square made through Public Works - requests information from staff. 4. ORAL COMMUNICATIONS None 5. APPROVAL OF MINUTES Motion: Gail Hano - To approve the minutes for the mee~i!lg of September 8, 1988, with the following reV1Slons: 1. APPROVAL AND ADOPTION OF CONSENT CALENDAR 7. PUBLIC HEARINGS A. CASE NUMBER: 88-178 MUP/DR APPLI CANT: Mobile oil LOCATION: 310 Encinitas Boulevard DESCRIPl'ION: Major Use Permit and Design Review for the replacement of an existing service station with a car wash, mini-mart, gasoline pump islands, and other site improvements including landscaping. ENVIRONMENTAL 8 STATUS: Draft Negative Declaration prepared public review period pending. Motion: Harry Couglar - To continue the item off the agenda per applicant's request. CASE NUMBER: 88-233 DR APPLICANT: DuVivier LOCATION: 840 San Dieguito Drive DESCRIPl'ION: Authority to exceed the 26 ft. height limitation of Ordinance 87-80 by 2 ft. for the chimney of a new single family 8 residence. CASE NUMBER: 88-269 V APPLICANT: Sixpence Inns of America LOCATION: North of Encinitas Blvd., approximately 350 ft. east of Saxony. DESCRIPl'ION: Variance to allow a proposed hotel to be three stories in height, thus exceeding the two story height limitation of section 4610 of the Zoning Ordinance. ENVIRONMENTAL STATUS: If the variance is denied, CEQA does not apply. If the required findings 8 for the variance are made, environmental review for building height will be included in the processing of the subsequent development proposed pursuant to CEQA. Motion: Harry Couglar - To deny the applicant's request for a variance per the staff recommendation (Alternative 2). Second: Peter Tobias Vote: Ayes - Couglar, Hano, Kauflin, Steyaert, Tobias 8.
