CASE NUMBER: 87-112V APPLICANT: Richard Huston LOCATION: 230 Second Street DESCRIPTION: Variance from the City's driveway and parking standards, adopted by Section 6793 of the Zoning Ordinance, to allow for a driveway of less than the required width and to allow for a handicapped space with access from Second Street with a driveway approach not in compliance with that section of the Zoning Ordinance. ENVIRONMENTAL STATUS: Categorically exempt from Environmental Review pursuant to section 15303(c) of the State CEQA Guidelines. - Application withdrawn, as variance is no longer necessary. B. CASE NUMBER: 87-144 DR APPLICANT: Pearson Planning, Inc. 8 LOCATION: Northwest corner of Melba and Gardena DESCRIPTION: Design Review for 25 proposed single family residences within a planned residential development. ENVIRONMENTAL STATUS: Staff has prepared a Negative Declaration of Environmental Impact for this project, along with the associated Major Use Permit, and Tentative Subdivision Map Applications. DESCRIPTION: Design Review for proposed sign program for a Shell Service station presently under construction. Moved: Gail Hano - to approve a monument sign, modified to assume a three-sided configuration, with the elimination of the associated planter-base, and to delete the freeway-oriented sign. Seconded: Nancy Rollman Vote: Ayes - Hano, Rollman Nays - Couglar, Kauflin, Tobias Second Motion: Moved: Tony Kauflin - to approve a monument sign, modified to assume a three-sided configuration (3-6'x 9' panels) with the elimination of the associated planter-base, 8 to approve an 8' square shell logo sign to be located on the north elevation, east side of the Big Bear building, to approve all wall signs as proposed, and to eliminate the freeway-oriented sign. CASE NUMBER: 87-050 MUP, 87-050 EIA APPLICANT: Paul Rotsheck LOCATION: 315 First Street, at the southeast corner of First street and Encinitas Boulevard. DESCRIPl'ION: Major Use Permit and Environmental Initial Assessment for the proposed construction of an approximately 12,000 square foot commercial center containing restaurant and retail uses and a proposed valet parking program, within the C-42 zone. ENVIRONMENTAL STATUS: Staff has prepared a draft Negative Declaration of Environmental Impact for review and comment. Moved: Peter Tobias - to recommend approval of project, with valet parking concept, with the following conditions: 8 1. That pedestrian lanes be identified between phases one and two. 2. That Community Advisory Board receive a revised landscape and lighting plan for approval at a future hearing. Seconded: Gail Hano Vote: Ayes - Couglar, Hano, Kauflin, Rollman, Tobias. 9. Business from the Community Advisory Board and discussion of characteristics and objectives unique to the Community. 10.
