1987-07-23 .. . . MINUTES OF THE OLD ENCINITAS CAB July 23, 1987 8 Meeting called to order 7:00 p.m. Chairman Harry Couglar noted for the record that all members were present. Staff Present: Assistant Planner Tom Curriden, Planning Technician Jim Kennedy Pledge of Allegiance Agenda Item # 3 - General From Staff Planner Curriden informed the CAB that the City's General Plan consultants had asked if they could meet with the CAB to get their input as to the general community characteristics and objectives for the General Planning process. Planner Curriden asked if the CAB could be available for such a meeting on August 20 from 5:00 to 6:30 p.m. prior to the regularly scheduled CAB meeting. Two members, Gail Hano and Peter Tobias indicated they would not be able to attend. Mr Curriden asked if the members would be able to attend prior to the subsequent meeting of September 10, and all members indicated that they could. 8 Agenda Item #4 - Oral Communication Edna Palmer of 885 Requeza stated that she had come to speak regarding an Osteopathic College presently in the planning process. She said she represented the Rancho Requeza Homeowner's Association who are opposed to the project. She also said that the Association may not be against the project if they kept their traffic off of the local residential streets, and that they would like to see a 3 acre park to buffer the project from the adjacent neighborhood. Agenda Item #5 Planner Curriden stated that two items had been continued to the meeting of August 6 at the request of the applicants: (1) DR87- 0103, design review for the addition of a unit on a site containing an existing single family dwelling for applicant Barbara Cope at 1085 Gardena, and (2) design review for a proposed expansion and remodel of an existing auto repair facility at 110 North Highway 101 for applicants Edith and Hugo Hahn. Agenda Item 5 a. 8 87-002DR; Design Review - Peter Kuhns, applicant 1010 First street, Old Encini tas, for an exterior remodel and landscape TC/hz/CABl-128 -1- .~ .. modification to the Old Market Place, within the C-36 zone. .. 8 Planner Curriden gave a summary of the proposal orally, stating the reasons why the application was continued from the previous meeting and what steps the applicant had taken to address those concerns. Peter Kuh.ns, applicant, showed the members how brass supports could be used to support the awnings from the fascia. He then asked the CAB if similar "dome" awnings to the ones presently in place could be used if the brass supported ones turned out to be impractical. Harry Couglar stated that it was his sense from the first meeting that, in order of preference, the CAB would like to see (1) ground supported awnings as approved, (2) brass rod supported awnings that are not ground supported, and (3) "dome" awnings with the same aqua and white coloration. Peter Tobias stated that he would actually prefer to see "long awnings with no poles in the ground". Harry Couglar said he agreed with Mr. Tobias because he didn't want to see potential problems with City liability. Mr. Couglar then asked the applicant for clarification as to whether several of the signs presently in place were proposed to remain. Mr Kuhns indicated they were. e Mr. Couglar then stated that he did not feel excessive use of neon to not be in character with the Old Encinitas area and could appear "trendy". He said that he could support the large neon slgn on the east and north faces of the structure, but that he would prefer the others proposed not be installed. Peter Kuh.ns stated he would like the small neon sign on the east facing wall of the tower at the northeast corner of the building to remain. Tony Kauflin stated that he wanted to be sure that the neon signs were "can" signs such that the neon elements would be within channels in the form of letters, so that light would not project out from the sides. Mr Kuhns assured Mr. Kauflin that channel lettering was being used for the neon sign. Gail Hano then moved that the application be approved as to the sign program and landscape plan as proposed, and with the awnings, as proposed preferred, but with the other 2 alternatives identified in this report acceptable if the ground supported awnings could not be installed. The motion was seconded by Peter Tobias and approved 4-1, with Harry Couglar casting the "no" vote. The meeting was adjourned at 7:37 p.m. 8 TC/hz/CABl-128 -2-
