MINUTES OF THE OLD ENCINITAS COMMUNITY ADVISORY BOARD
JUNE 4, 1987
MEETING CALLED TO ORDER 7:00 P.M.
CAB members present: Peter Tobias, Nancy Rollman, Harry Couglar,
Gail Hano, Tony Kauflin
Under agenda item 3, General Information from Planning Staff,
Assistant Planner Curriden distributed two informational pamphlets
dealing with parliamentary procedures which were provided to Staff
by a member of another CAB.
Regarding agenda item 4, Chairman Couglar asked if anyone present
from the public wished to address the CAB under the Oral
Communications segment of the meeting. No person attending
indicated a desire to speak.
Under agenda item 6, Peter Tobias expressed concern that the public
notice materials sent out by Staff prior to hearings was not sent
to those in a broad enough radius from the project such that some
people who might be effected by the project would not be informed.
He also suggested that a description of the issues involved with
e each such proposal would be desirable. Assistant Planner Curriden
stated that it might be problematic to discuss the issues involved
with an item in the public notice materials, since issues are a
subject to change and thus the public notice could be rendered
invalid. Chairman Couglar asked Staff to return a brief report on
the matter to the CAB at a future meeting.
For agenda item 7, Chairman Couglar nominated Mr. Kelly Hicks to
the Traffic Advisory Committee, and Peter Tobias nominated Irene
Shansby and Tony DiPaola. Mr. Couglar and Mr. Tobias agreed to
exchange information regarding each of these nominees, and to
return one name at the next meeting for the CAB's endorsement.
Mr. Curriden reported to the members that Staff was recommending
continuance of public hearing items 8 and 9 to the meeting of June
18. The members consented.
The meeting adjourned at 7:37 P.M.
