1987-05-07 MINUTES OF THE OLD ENCINITAS CAB MEETING OF MAY 7, 1987 . Meeting called to order 7:00 p.m. Present: Peter Tobias, Nancy Rollman, Harry Couglar, Gail Hano Chairman Couglar requested that the hearing items be moved to the top of the agenda. All other members consulted. Staff explained that variance application V87-051 had been continued at the request of the applicant. Discussion commenced regarding an amendment to site plan approval S85-063 to allow two existing mature eucalyptus trees and a telephone pole to remain in their present locations. Applicant Jim staver spoke in support of his proposal. Tony Lauflin expressed concern as to the placement of the stop sign adjacent to the telephone pole. Mr staver stated that he would move the stop sign back away from the pole. The CAB members then briefly discussed the item, each indicating a preference for having the trees and pole remain in their present location. A motion was made by Peter Tobias to approve the request to amend site plan approval S85-063 as per the staff report dated May 7, 1987, which was seconded by Gail Hano, and was voted on as follows: 8 Ayes: Couglar, Hano, Rollman, Tobias Nays: None Absent: None Discussion began as to the characteristics and priorities unique to the CAB area. Nancy Rollman gave a side presentation containing good and poor examples of design throughout the CAB area. Peter Tobias stated that he objected to seeing residential projects "walled off" and not interactive with the surrounding areas. Harry Couglar expressed his opinion that much of the multifamily development recently constructed was of an inferior quality of design, and that this fact contributed to the local vote for incorporation.
