Local :-Agoncy Formation Commission 1 INITIAL STUDY Hall Parcel Case No. 88-213 Annexation r PROJECT DESCRIPTION This project is an annexation of a 10.94 acre Hall parcel to the Cardiff Sanitation District. Project liquid waste disposal improvements will include a single restrccm within an existing agricultural storage building, a 1000 gallon septic tank, holding tank, one-half horsepower electric pump, 700 feet of two to three inch diameter pressure line, and connection to an existing eight inch sewer line stub. PROJECT LOCATION The Hall parcel is located at 425 Santa Fe Drive between Interstate 5 and Rubenstein Avenue behind the Santa Fe Plaza shopping center in the community of Cardiff-By-The-Sea (see Figure 1 ). - - ENVIRONMENTAL SETTING The Hall parcel is used for growing cut flowers and potted plants in greenhouses. There is also an agricultural storage building with salesroom and office on the site. This parcel is designated 4 Residential (2.9 DU/AC) on the City General Plan (San Dieguito Community Plan). It is classified R-S-3. Land to the north supports a commercial shopping center known as Santa Fe Plaza. Interstate 5 (I-5) lies immediately to the east. Property to the south and west is used for greenhouse agriculture. The commercial land to the north is designated 13 General Commercial on the City General Plan (San Dieguito Community Plan) and classified C-36. I-5 is designated 22 Public/Semi-public and classified S-94. Property to the south and west is designated 4 Residential (2.9 DU/AC) and classified R-S-3. POTENTIAL SIGNIFICANT EFFECTS No potential significant effects have been identified. MITIGATION MEASURES No mitigation measures are necessary. RECOMMENDATIONS Research and review of project improvements, Environmental Information Form, supplemental materials, site, surroundings, and Environmental Checklist Form have failed to disclose any environmental issues. On the basis of this initial evaluation the proposed project will not have a significant effect on the environment and a NEGATIVE DECLARATION should be prepared. Will the proposal have an effect upon, or result in a need for new or altered governmental services in any of the following areas: f. Other governmental services? The Hall parcel ownership has applied for annexation to the Cardiff Sanitation District to dispose of liquid waste generated by a restroom in an agricultural storage building at the site. III. Discussion of Environmental Evaluation Narrative Description of Environmental Impacts 14. Public Services (r. ) . Annexation of the Hall parcel to the Cardiff Sanitation District is necessary to provide for disposal of liquid waste generated by the restroom facility at the site. The City has required this facility to be installed in the previously approved agricultural storage structure on the parcel as a condition of its building permit (87-112). Seepage pit testing of the parcel and adjacent property under the same ownership and use by Robert Prater Associates (1988) has revealed that, due to shallow groundwater conditions, disposal in seepage pits is unfeasible. The restroom will contain two flush toilets, one urinal , and two lavatory sinks. It will be used only during working hours by 10 to 12 employees. Bathing, cooking, or laundry use will not be allowed. A drainline from the building will connect to a 1000 gallon septic tank adjacent to its westerly side. Fluid waste will then drain to a holding tank for lifting by a one-half horsepower electrical pump through approximately 700 feet of two to three inch diameter pressure line. The line will run north and west across adjacent private property under the same ownership to a connection with an existing eight inch diameter stub from a line in an easement on the adjacent commercially used property. The proposed waste disposal improvements are intended solely for service to the site and are sized to only support the restroom. The parcel is abuts the District boundary on the north and is within its sphere of influence. Adjacent unsewered property over which the line will cross is under the same ownership (Hall ) and is devoted entirely to greenhouse use. Connection to the existing line will not require its extension. Although annexation would remove that particular obstacle to future development of the subject parcel for other than agricultural use, it in itself will not foster such development. Conversion of the site to some other use would be subject to the City General Plan land use designation for the site as well as other applicable General Plan elements, development polices, zoning, and other regulations in affect at the time. Approval of this annexation is dependent on the District abilities to transmit and treat the generated waste. Any future development at the site would also be dependent on the ability of the District to provide transmission and treatment at that time. Fluid waste will then drain to a holding tank for lifting by a one-half horsepower electrical pump through approximately 700 feet of two to three inch diameter pressure line. The line will run north and west across adjacent private property under the same ownership to a connection with an existing eight inch diameter stub from a line in an easement on the adjacent commercially used property. The proposed waste disposal improvements are intended solely for service to the site and are sized to only support the restroom. The parcel is abuts the District boundary on the north and is within its sphere of influence. Adjacent unsewered property over which the line will cross is under the same ownership (Hall) and is devoted entirely to greenhouse use. Diego, hereinafter called the District, and Robert R. Hall , herein- after called the Owner, agree as follows: 1. The Owner represents that the the Owner of the following described real property in the County of San Diego, State of California: Portion of the West half of the Northeast quarter of Section 22, Township 13, South Range 4 West A.P.N. 260-181-64. 2. That said real property is located outside of the boundaries of the District and adjacent to Interstate 5 and Rubenstein Avenue. 3. The District shall have the power to increase the amount of the monthly service charge prescribed in Paragraph 6 from time-to-time in propor- tion to any increased cost or expenses or operating the District. 8. The Owner of said real property consent to the commencement of proceedings by the District to annex said property to the District. The Owner agree that upon annexation of the above described real property to the District said property shall become subject to any and all regulations, fees, taxes and assessments applicable to the property within the District. 9. Project liquid waste disposal improvements will include a single restroom within an existing agricultural storage building, a 1000 gallon septic tank, holding tank, one-half horsepower electric pump, 700 feet of two to three inch diameter pressure line, and connection to an existing eight inch sewer line stub. PROJECT LOCATION The Hall parcel is located at 425 Santa Fe Drive between Interstate 5 and Rubenstein Avenue behind the Santa Fe Plaza shopping center in the community of Cardiff-By-The-Sea (see Figure 1 ). ENVIRONMENTAL SETTING The Hall parcel is used for growing cut flowers and potted plants in greenhouses. There is also an agricultural storage building with salesroom and office on the site. This parcel is designated 4 Residential (2.9 DU/AC) on the City General Plan (San Dieguito Community Plan) . It is classified R-S-3. Land to the north supports a commercial shopping center known as Santa Fe Plaza. Interstate 5 (I-5) lies immediately to the east. Property to the south and west is used for greenhouse agriculture. The commercial land to the north is designated 13 General Commercial on the City General Plan (San Dieguito Community Plan) and classified C-36. I-5 is designated 22 Public/Semi-public and classified S-94. Property to the south and west is designated 4 Residential (2.9 DU/AC) and classified R-S-3. POTENTIAL SIGNIFICANT EFFECTS No potential significant effects have been identified. MITIGATION MEASURES No mitigation measures are necessary. The Hall parcel ownership has applied for annexation to the Cardiff Sanitation District to dispose of liquid waste generated by a restroom in an agricultural storage building at the site. III. Discussion of Environmental Evaluation Narrative Description of Environmental Impacts 14. Public Services (f. ). Annexation of the Hall parcel to the Cardiff Sanitation District is necessary to provide for disposal of liquid waste generated by the restroom facility at the site. The City has required this facility to be installed in the previously approved agricultural storage structure on the parcel as a condition of its building permit (87-112) . Seepage pit testing of the parcel and adjacent property under the same ownership and use by Robert Prater Associates (1988) has revealed that, due to shallow groundwater conditions, disposal in seepage pits is unfeasible. The restroom will contain two flush toilets, one urinal , and two lavatory sinks. It will be used only during working hours by 10 to 12 employees. Bathing, cooking, or laundry use will not be allowed. A drainline from the building will connect to a 1000 gallon septic tank adjacent to its westerly side. Fluid waste will then drain to a holding tank for lifting by a one-half horsepower electrical pump through approximately 700 feet of two to three inch diameter pressure line. The line will run north and west across adjacent private property under the same ownership to a connection with an existing eight inch diameter stub from a line in an easement on the adjacent commercially used property. The proposed waste disposal improvements are intended solely for service to the site and are sized to only support the restroom. The parcel is abuts the District boundary on the north and is within its sphere of influence. Adjacent unsewered property over which the line will cross is under the same ownership (Hall) and is devoted entirely to greenhouse use. Connection to the existing line will not require its extension. Although annexation would remove that particular obstacle to future development of the subject parcel for other than agricultural use, it in itself will not foster such development. Conversion of the site to some other use would be subject to the City General Plan land use designation for the site as well as other applicable General Plan elements, development polices, zoning, and other regulations in affect at the time. Approval of this annexation is dependent on the District abilities to transmit and treat the generated waste. Any future development at the site would also be dependent on the ability of the District to provide transmission and treatment at that time. HALL/IS
