1981 by the County of San Diego.
Motion: Board Member Quinn - To approve the project as
submitted and conceptually approve the sign with 30
mililamp transformers.
Second: Board Member Grajek.

B. CASE NUMBER: 90-092 DR
APPLICANT: Kentucky Fried Chicken
LOCATION: 266 N. EI Camino Real
DESCRIPTION: Design Review of the exterior remodel of
an existing restaurant. continued from
the meeting of July 2, 1990.
. ENVIRONMENTAL
STATUS: Exempt per section 15301 of CEQA.
Motion: Board Member Grajek - To approve the project with
the following changes:
1. All trim to be brown in color;
2. The proposed bell tower cupola to be in
keeping with the other towers in the center;
3. All letters to be white non-glossy, matt
finish with a maximum of 30 mililamps;
4. No rock landscaping, gazanias ar to be planted
instead; and
5. The monument sign is to contain a dark
background with white letters.

7. PUBLIC HEARINGS
A. CASE NUMBER: 90-169 MUP/MOD

APPLICANT: Solana Recyclers
LOCATION: 135 N. El Camino Real
DESCRIPTION: Major Use Permit modification to allow for
the expansion of the existing facility
including enlarging the site and adding
equipment and parking.
ENVIRONMENTAL
STATUS: Exempt per CEQA section 15303 (c).
Motion: Board Member Beck - To deny continuance and
expansion of Solana Recyclers based on the following
findings:
- The site will not be able to accommodate the
projected growth in 3 years;
- The noise from the recycling center has a harmful
effect on the neighborhood adjacent to the site;
- The space and traffic circulation is not adequate
. for the use of a recycling center; and
The recycling operation is not in enclosed
- an
building as required by section 30.56.030 of the
Municipal Code, and is also closer than 100' to
residential uses.

Nays - Patton

The CAB further voted to forward the following on to the
Planning commission:
Motion: Board Member Grajek - To advise the Planning
Commission that the New Encinitas CAB is not opposed to
recycling, but however, feels that an alternate, permanent
site can be found. The CAB recommended that the Planning
Commission consider the Encinitas Sanitary District as the
permanent location, which is not residential, but is located
next to residential areas and is off the freeway.

8. BUSINESS
. A. Review and discussion of tree plantings on the southern
portion of El Camino Real.

meeting.
B. General Discussion of cars parked in the public right-
of-way that are for sale.
Associate Planner Niles informed the CAB that the
property owners have been notified and been informed that
the cars cannot be parked there.
9. ADJOURNMENT
Motion: Board Member Quinn - To adjourn at 10:15 P.M. to
the next regularly scheduled meeting of this
community Advisory Board to be held September 17,
1990.
Second: Board Member Beck.
Vote: Ayes - Beck, Grajek, Patton, Quinn, White
Nays - None

the hearing body by filing the appeal within fifteen (15) calendar
