Junior Planner Langager announced that the special on-site
meeting for Federal Sign Company had been cancelled due to the
noticing.

A. Approval of Minutes from meeting(s) of: June 4, 1990.
Motion: Board Member White - To accept and adopt the Consent
Calendar.

DESCRIPTION: Design Review and Sign Program for the
first phase of Gardenview Plaza being a
37,500 sq. ft. office professional center
made up of 3 one-story buildings.
Continued from the meeting of June 4,
1990.
ENVIRONMENTAL
STATUS: Negative Declaration issued 4/23/81 by the
County of San Diego.
Motion: Board Member Beck - To continue the project to a CAB
II meeting on July 16, 1990 with the following conditions
added:
- all signage to be considered separately at a later time;
- addition of wood elements in the planters, windows, and
trellis in the clock tower to be added;
- Covenants be recorded pertaining to the north vehicular
. access and that the future buildings on the proposed
three pads to be compatible to the design on-site; and

- that both treatments of aluminum screening and trees
planted randomly on the slope be used to screen the roof-
top appliances.

DESCRIPTION: Major Use Permit to allow the sale of
alcohol on the premises.
ENVIRONMENTAL
STATUS: Exempt per CEQA 15301, Class 1.
Motion: Board Member White - To approve the Major Use Permit
for the sale of beer and wine on-site. The project however,
is not to be agendized at the Planning Commission level until
. such time that a sign program is submitted to the Planning
Department.

B. CASE NUMBER: 90-092 DR
APPLICANT: Kentucky Fried Chicken
LOCATION: 266 N. El Camino Real
DESCRIPTION: Design Review of the exterior remodel of
an existing restaurant.
ENVIRONMENTAL
STATUS: Exempt per Section 15301 of CEQA.
Motion: Board Member White - determined the application was
acceptable with the following conditions:
- terra cota roof be used;
. - no red trim;
- use of white to natural tones;
- deletion of cupola; and
- landscape plans

8. COMMUNITY ADVISORY BOARD/PLANNER REPORTS
Board Member White moved to agendize a general discussion of
sign criteria.
Seconded by Board Member Beck and unanimously approved.
10. BUSINESS
A. Review and discussion of tree plantings on the southern
portion of El Camino Real continued to the August 6,1990
meeting.
B. General Discussion of cars parked in the public right-
of-way that are for sale continued to the August 6, 1990
meeting.
11. ADJOURNMENT
. Motion: Board Member Grajek - To adjourn at 10:47 P.M. to
the next meeting of this community Advisory Board
to be held July 16, 1990.

* Board Member Quinn was excused from the meeting at 10:30.
