Brook Nash, 528 Hygeia Avenue, Encinitas, representing Solana
Recyclers. Ms. Nash updated the Community Advisory Board on
the recycling yard. She stated that the recycling yard will
be coming back for renewal of their permit. She further
stated that the yard needs to be expanded as more people are
participating in the recycling program.
5. CLOSING AND ADOPTION OF CONSENT CALENDAR
A. Approval of Minutes from the special meeting of Monday,
April 16, 1990 and the regular meeting of Monday, May 7,1990.

Calendar.

DESCRIPTION: Design Review of the proposed sign program
for the multi-tenant De La Plaza shopping
center. Continued from the meeting of
May 7, 1990
ENVIRONMENTAL
STATUS: Exempt per section 15311, Class 11a of
CEQA
Motion: Board Member White - To schedule a special meeting
at the site to view the existing signage on Monday, June 18,
1990.

B. CASE NUMBER: 90-067 DR
APPLICANT: Byron F. White
LOCATION: 501-521-541 El Camino Real
DESCRIPTION: Design Review and sign program for the
first phase of Gardenview Plaza being a
37,500 sq. ft. office professional center
made up of 3 one-story buildings.
ENVIRONMENTAL
STATUS: Negative Declaration issued 4/23/81 by the
County of San Diego.
Motion: Board Member White - To continue the application to
the July 2nd or 16th meeting to allow the applicant time to
submit additional information on the following Community
Advisory Board concerns:
1) parking required for square footage proposed for outdoor
dining areas;
2) Clarification in writing from fire that they do not need
. 20' at rear of buildings;
3) Changes to the loading zones and the trash enclosures;

. 4) More clearly detail how loading can be accomplished from
the rear of the buildings;
5) Screening of roof equipment is required in zoning
ordinance;
6) Further review of visual impact of the proposed crib wall
as proposed and if it were stepped up the slope bank;
7) Better distribution of handicap and motorcycle parking
spaces;
8) Add sidewalks to the driveways;
9) Add several pedestrian accesses from the site to adj acent
sites;
10) May need to adjust traffic circulation to encourage more
use of Gardenview exit in order to direct traffic to the
light;
11) Need more wood in the project to make it feel more
comfortable;
12) Wood signs are preferred instead of single letter signs;
. 13) Address the General Plan policy to provide parking in the
rear or provide adequate landscape buffer/screening;
14) Provide exhibits at the next meeting showing sections
through the site;
15) The project is at the gateway to the city and needs to
put its best face forward;
16) Change the palm trees on El Camino Real to trees that
branch out more such as Eucalyptus, Little Oaks, or Olive
Trees;
17) Parking lot trees need to provide a good canopy;
18) Hong Kong orchid trees would be a good tree for mixing
into the landscape in the parking lot;
19) The project is a more formal look than New Encinitas
wants to see (prefer Village-like atmosphere, less
formal, and an effort to blend with the adjacent
residential);
20) Soften the buildings and possibly break them up more;
21) Provide more colored drawings of the tenant signs;
. 22) Consider limiting the number of colors allowed on tenant
signs; and

. 23) Bring in samples of the signs being proposed.

9. BUSINESS
A. Review of landscape alternatives for the EI Camino Real
medians - steve Worrall, Senior civil Engineer.
Steve Worrall, Howard Arnold of wildan and Chris Dindall
. presented a slide presentation of various landscape
medians to the Community Advisory Board. The Community
Advisory Board members discussed the use of informal
eucalyptus, low maintenance, drought resistant landscape
such as Acacias Redlands. They also stated that they
would prefer not to use deciduous trees.
B. Review and discussion of tree plantings on the southern
portion of El Camino Real.
Motion: Board Member Quinn - To continue the item to the
June 18, 1990 meeting.

C. Discussion of Summer Meeting Schedule.
The Community Advisory Board members unanimously agreed
to conduct the July Community Advisory Board meeting on
Monday, July 2, 1990.
