Items on the Consent Calendar are matters previously reviewed
by the Community Advisory Board or Administrative items which
generally are not public hearing items. Staff has placed some
items on consent due to the minor nature of the request.
There will be discussion only if an item is removed from the
Consent Calendar. Items removed by a "Request to Speak" form
submitted from the public will be handled immediately
following adoption of the Consent Calendar. Items removed by
a Community Advisory Board Member will be handled at the end
of the agenda.
A. Approval of Minutes from meeting of March 19, 1990 and
April 2, 1990.

. Motion: Board Member Quinn - to accept and adopt the Consent
Calendar with the following revisions:
March 19, 1990 minutes: Item 5A/89-204 MIN/EXT
review the vote and revise accordingly; Item 7A, #4
- revise guide wires to read as guy wires; Item 7A,
#9 - Add "Trees should be evenly distributed
throughout the parking lot."
April 2, 1990 minutes: Item 5A/Consent Calendar -
revise vote to show Patton as absent since she had
stepped down from hearing Item 6B/89-302 V/DR at the
April 2, 1990 meeting.

4. PUBLIC HEARINGS CONTINUED

APPLICANT: North Coast Presbyterian Church
LOCATION: 1831 S. El Camino Real
DESCRIPTION: Review of the Resolution of Approval for
the Major Use Permit Modification of 88-
198 MUP/MOD which will allow the
replacement structure which will serve as
a recreation hall. Continued from the
meeting 0 April 2, 1990.
ENVIRONMENTAL
STATUS: Negative Declaration Certified on
September 27, 1988.

. Motion: Board Member Quinn - To recommend approval to the
Planning commission of the Major Use Permit 90-009
MUP/MOD for North Coast Presbyterian Church which
grandfathers the 500 capacity for the sanctuary and
the 125 parking spaces with the understanding that
the children's classrooms can be occupied at the
same time in the other area and with the following
revisions to the resolution of approval:
1) the parking lot shall be paved with d.g. and
striped;
2) the single family dwelling unit on the adjacent
property may continue to be used as two
offices;
3) any use changes on the permit shall require re-
revl.ew;
4) delete Fire condition E-1;
5) revise Fire condition E-5 to state that "new"
structures shall be protected by automatic fire
sprinkler systems;
. 6) the following shall be added to condition C-1:
"The trees in the front of the site shall
remain and shall not be removed unless
certified by a registered landscape architect
that the tree is diseased." Maintenance
pruning shall be reviewed prior to approval.

. DESCRIPTION: Review of the Resolution of Approval for
the Design Review Application which
includes the model home sales complex,
signage and mailboxes for the approved 44-
single family home residential subdivision
in the R-8 Zone. Continued from the
meeting of April 2, 1990.
ENVIRONMENTAL
STATUS: Negative Declaration certified.
ADDITIONAL ISSUE OF DISCUSSION: Determination of where
height is measured from.
Motion: Board Member Grajek - To determine that the proposed
grade of the approved grading plan be determined as
"natural grade" for purposes of building height
calculations.

. Motion: Board Member White - To approve the resolution of
approval for 90-025 DR with the following additions:
1) the existing on-site elevator shaft shall be
filled in;
2) handicap accessibility at sales trailer with
complying bathroom facility is required; and
3) prior to the building department approving the
connection to the buildings to the private
sewer or water systems located in the private
right-of-way the civil engineer responsible for
the design and the inspector responsible for
the system inspection must certify in writing
to the Director of Public Works that the sewer
and/or water systems were designed and
constructed in accordance with the utility
district or agency standards for public
systems.
