Motion: Board Member Quinn - To accept and adopt the Consent Calendar with the following revisions: Revise the motion for Item 6B/89-302-V/DR to read as follows: To approve 89-302-V /DR as submitted for a six foot high fence and encroachment into the right-of-way for Santa Fe Drive contingent upon the requirement that any improvements in the right-of- way will be removed when the City accepts the right- of-way dedication and that Planning staff review and approve required landscaping proposed for the project. El Camino Real DESCRIPTION: Major Use Permit Modification of 88-198- MUP/MOD which will allow the replacement of temporary tents with a permanent structure which will serve as a recreation hall. Continued from the meeting of March 19, 1990. ENVIRONMENTAL STATUS: Negative Declaration Certified on September 27, 1988. Motion: Board Member Quinn - To schedule a special meeting to be held on April 16, 1990 at 7:00 PM in order to review the resolution of approval for 90-009-MUP/MOD for North Coast Presbyterian Church. CASE NUMBER: 89-268 DR/MOD APPLICANT: Flair Encinitas Homeowners' Association LOCATION: 1555 Tennis Match Way DESCRIPTION: Design Review Modification Application for the as-built modifications to an existing entry gate. ENVIRONMENTAL STATUS: Exempt per Section 1530.1, Class 1e of CEQA. Motion: Board Member Beck - To approve the as-built gate with the condition that one shrub no less than 3 feet in height and no taller than the wall shall be planted in front of the wall such that it will not interfere with the opticon sensor. Second: Board Member Quinn Vote: Ayes - Patton, Beck, Grajek, White, Quinn Nays - None . Absent - None Abstain - None B. CASE NUMBER: 90-025-DR APPLICANT: Warmington Homes LOCATION: 611 Crest Drive; at the eastern terminus of Crest Drive DESCRIPTION: Design Review Application for the proposed model home sales complex, signage and mailboxes for the approved 44-single family home residential subdivision in the R-8 Zone. ENVIRONMENTAL STATUS: Negative Declaration Certified. Motion: Board Member White - To approve 90-025-DR in concept with the condition that the applicant submit dimensioned drawings for staff review and approval. The Resolution of Approval shall be reviewed at the April 16, 1990 meeting. Second: Board Member Grajek . ITEMS REMOVED FROM THE CONSENT CALENDAR BY COMMUNITY ADVISORY BOARD None 9. COMMUNITY ADVISORY BOARD/PLANNER REPORTS Informational Items - No action to be taken. Linda Niles, Associate Planner, informed the Community Advisory Board that the Planning Commission had approved 89- 283-MUP/MOD with additional trees to be required, and the Planning Commission had approved 89-218-MUP/MOD/EIA with the condition that the chain link fencing be e~tended and that reflectors be required on the existing light poles in the parking lot. The Planning Commission had reviewed the subject projects at their March 27, 1990 meeting. 10. BUSINESS The Board reviewed, with staff, issues to be placed on future meeting agendas for discussion. The following issues will be placed on the May 7, 1990 meeting agenda: - Road Standards . - Green City "Boundary" Signs - Administrative Design Review on previously approved projects for interior walls only. - Landscaping and Irrigation Manual - Advance Planning responses. 11.
