DESCRIPTION: Review of the Resolution of Approval for
the Major Use Permit Modification of 88-
198-MUP/MOD which will allow the
replacement of temporary tents with a
permanent structure which will serve as
a recreation hall.

STATUS: Negative Declaration Certified on
September 27, 1988.
NOTE: The applicant is requesting that this item be
continued to the meeting of April 2, 1990 in order
to submit additional information.
Motion: Board Member Grajek - To continue 90-009-MUP/MOD to
the meeting of April 2, 1990 as requested by the
applicant.

DESCRIPTION: Review of request for Minor Use Permit
Time Extension and review of conditions
of approval and operation of the City
sponsored temporary job center.

. Motion: Board Member White - To approve 89-204 MIN/EXT, with
permit, which allows one six-month extension of the operation
of the hiring hall. with said approval the Board also wants
to make a statement that this operation is strictly temporary
and that the Board does not feel that the hiring hall can work
without an ordinance that bans curbside hiring.
Second: Board Member Grajek

Nays - None
Absent - Beck, Quinn
Abstain - None
Boardmembers Beck and Quinn returned to participate in the
rest of the meeting.
6. ITEMS REMOVED FROM THE CONSENT CALENDAR BY COMMUNITY ADVISORY
BOARD
None
. 7. BUSINESS
A. Discussion of Landscape and Irrigation standards.
The following is a listing of the issues discussed the
Board regarding the proposed Landscape and Irrigation
Manua 1.
1. Maintenance - (pg. 7) Enforcement of maintenance.
Maintaining the landscaping of older projects. (pg.
28) Pruning should be done to control and direct the
natural growth of plants while still maintaining a
natural, informal look to the plants. staking to
allow for swaying and normal growth of plants should
be added to the list of maintenance requirements in
section VIII.
2. Tree Specimens for the New Encinitas area - (pg.34)
More evergreen specimens and more indigenous tree
specimens are desired; and the California Coastal
Oak is preferred over the Southern Live Oak.
Additional specimens suggested are the California
Pepper, Red Cape Gum, Coral Gum, Buxton Silver Gum,
and the New Zealand Christmas Tree.
3. Street Tree Placement - (pg. 33) 40 feet apart 1S
. too far apart; an average distance of 30 feet or
le'ss between trees is more desirable. The
requirement that trees shall be 10 feet from any
sewer, water and gas lines is too restrictive.

. 4. street Tree Planting - (pg. 35) Flexibility as to
the planting size should be allowed since the growth
characteristics of different species vary. Some
plants may grow better if they are planted at a size
smaller than the 15 gallon container. Guy wires in
addition to staking should be required for a minimum
of three years.
5. Tree Species List - (pg. 37 - 40) Growth rates
(months, years), ultimate canopy widths and
specifying if the tree is deciduous or evergreen
should be added to the tree list.
6. Land Contouring - (pg. 10) It should be noted that
a more natural appearance may require more. dirt to
be moved.
7. Design Objectives - (pg. 3, Item 4) The requirement
for the protection of important views should specify
public and/or private views.
8. Retaining Walls - (pg. 18) Crib walls/garden walls
(ie. walls that can be planted) are preferred,
wherever possible, instead of solid block retaining
. walls.
9. Parking Lot Landscaping - (pg.29) Tree massing
within parking lots is preferred. Possibly two five
or ten gallon trees can be required for every six
parking spaces instead of one fifteen gallon tree.
Trees should be evenly distributed throughout the
parking lot.
B. ADJOURNMENT
Motion: Board Member Quinn - To adjourn at 8:35 PM to the
next regularly scheduled meeting of this Community
Advisory Board to be held April 2, 1990.
