3. SPECIAL PRESENTATIONS/ANNOUNCEMENTS
A. Special presentation and discussion regarding proposed
Public Road Standards.
Ted Schade of the Public Works Department stated that
the meeting tonight was to allow the Board to ask
questions and to discuss issues associated with the
Public Road Standards.
The following is a listing of the issues discussed by the
Board regarding Public Road Standards.
. 1. Median strips are a necessity especially in the
commercial zones.

. 2. Need to ensure strategic breaks in the median
strips and develop standards for them.
3. Emphasize the intersection of Encinitas Blvd. and
EI Camino Real through extensive landscaping.
4. Uniform theme tree to tie in with center median.
5. Want flexibility in residential street standards;
i. e. Lux Canyon areal southern part of El Camino
Real should be designated as rural.
6. Concerned with lighting standards.
7. Road standards need to reflect community
character~stics as described in General Plan.
8. Enhance intersections also through hardscape
designs.
9. Safe pedestrian routes to school are a concern.
10. Sidewalks or walkways on Santa Fe Road near EI
Camino Real are needed.
. 11. Concerned with open drainage ditches.
12. Bring nature back to the city with the use of
street trees, especially drought tolerant species.
13. Meshing of street standards is necessary between
New Encinitas and Old Encinitas¡ Cardiff and
Olivenhain; and/or where any Community Advisory
Board area boundaries meet.
B. Discussion of Community Character relative to Community
Design Guidelines.
1. Need to bring nature back into New Encinitas with
landscaping (on-site and off-site).
2. Require drought tolerant plants.
3. Minimize the use of deciduous trees. Exception:
incorporate a mixture of flowering deciduous trees
for color and accent.
4. Underground utilities along El Camino Real.
5. Priority: require commercial areas to be connected
. internally.
6. Make the shopping centers more user friendly.

that create an active outdoor pedestrian oriented
. feeling.
7. Try to think in terms of a Village of New
Encinitas.
8. street activity: migrant visibility.
9. Old Landfill: what is its potential?
10. Park land issue.
11. Develop the SDGE as a green strip. Make it
accessible to the public.
12. South EI Camino Real: develop specific guidelines
for the area. Need different standards with
landscaping along the road. Needs special
treatment.
13. Trees should landscape the roads.
14. City gateway at Olivenhain: need to be careful
with developing gateways with landscaping,
controlling uses, design, and signage.
. 15. Need to change the name of the Community Advisory
Board.
Possible names include Encinitas Village or Rancho
Encinitas.
16. Do not want City entrance signs (or CAB entrance
signs) to denote "New Encinitas", cut to just say
"Encinitas".
17. Need to be aggressive to amortizing nonconforming
signs. Check into Sign Ordinance regarding "the
removal of nonconforming signs based on a certain
level of site improvements".
18. Need a public information program with the
commercial tenants and commercial landowners.
Specific information can then be mailed to
commercial businesses regarding City standards and
community characteristics.
19. Support an informal appearance with landscaping of
commercial complexes.
20. Try to get parking to the rear if possible.
. 21. Support one tree/6 parking spaces.
22. Need to establish a minimum % of landscaping per
project: Scripps and Medical Center (ECR) are good

examples of project landscaping. Landscaping needs
. to be dispersed evenly throughout parking lots.
23. The parking and on-site circulation needs to be
functional. Aesthetics should not compromise
functionality. The two should work together to
create an aesthetically pleasing and functional
center.
24. Need to have flexibility.
25. Leucadia CAB and New Encinitas CAB need to work
together on the future street scape program (and
scenic highway) of Leucadia Blvd. to ensure that
all design issues are raised and the street can be
designed that is "very" sensitive.
26. Greg Grajek noted that important to parking areas
include the amount of parking, location and design.
4. ADJOURNMENT
MOTION: Board Member Beck - to adjourn at 8:55 p.m. to the
next regularly scheduled meeting of this Community Advisory
Board to be held February 5, 1990.
