3. SPECIAL PRESENTATIONS/ANNOUNCEMENTS
Discussion regarding public road standards presented by Ted
Schade, Senior Engineer.
Motion: Board Member Quinn - To have a study session on
January 29, 1990 to discuss public road standards
with Ted Schade and how the road standards relate
to New Encinitas. Mr. Schade will have a draft of
the standards.

4. ORAL COMMUNICATIONS
, Keith Mantis conveyed some concerns of a Mr. Richard Scott
which consisted of comments regarding the new job center (89-
204 MIN) on North EI Camino Real. The concerns included:

--- - Inadequate screening of toilets from above residential
properties to the east.
- Presence of bright lights above toilets.
- Lack of Border Patrol and Sheriff presence in dealing
with undocumented workers across the street from the job
center.
- Problem of cars traveling in a northerly direction and
turning into the job center site. The speed zone is too
high on El Camino Real.
Ann Patton thanked Mr. Mantis for his comments.
Board member Patton asked if the Board could discuss an
urgency ordinance that was adopted by City Council. Ms. Niles
stated that the urgency ordinance could not be discussed by
the board and that comments about the ordinance could be
submitted in writing.
5. CLOSING AND ADOPTION OF CONSENT CALENDAR
A. Approval of Minutes from meeting(s) of: October 2,
November 6, and November 13, 1989.
, Motion: Board Member Beck - To accept and adopt the Consent
Calendar with the following revisions:
Bring back October 2, 1989 minutes to January 15,
1990 meeting in order to check with compliance by
applicant Shetrone, and revise wording as discussed
for Huston. To also correct minutes of November 6,
1989 for item 6A as discussed.

6. PUBLIC HEARINGS CONTINUED

DESCRIPTION: Environmental review and modification to
, the existing Major Use Permit to increase
floor area of AMC Theater with no increase
of seats. Continued from the meeting of
November 6, 1989.

DESCRIPTION: Design Review Application for the proposed
remodel and addition to an existing
8 commercial structure in the General
commercial Zone.
ENVIRONMENTAL
STATUS: Exempt per section 15301, Class 1e of
CEQA.
Motion: Board Member Beck - To approved project as
submitted. All board members were pleased with
project, which will in the perspective improve the
appearance of the existing Ralph's supermarket.

B. CASE NUMBER: 89-236 MUP
APPLICANT: Rubios Restaurants, Inc.

and wine sales on the premises of an
existing restaurant.

Motion: Board Member Quinn - To recommend approval of the
Major Use Permit for beer and wine sales to the Planning
commission. Board members do not have a problem with respect
to the approval of the Use Permit.

C. CASE NUMBER: 89-241 DR
APPLICANT: Shell Oil/General Maintenance Inc.
LOCATION: 1355 Encinitas Boulevard
DESCRIPTION: Design Review Application for the
replacement of 2 existing price signs to
include diesel pricing.
ENVIRONMENTAL
8 STATUS: Exempt per section 15301, class 19 of
CEQA.
Motion: Board Member White - To approve the Design Review
application for two existing signs to include diesel
pricing and to recommend improvements to be
considered by the applicant for the Shell station
as follows:
- Planting of more trees such as Sycamore and
Evergreen to improve the appearance of the
location and to shield the presence of
automobiles.
- Beginning of reduction of existing non-
conforming sign square footage to facilitate
a better appearance. The logic of this
suggestion is that the service station at its
strategic location does not need large signs
to let its presence be known.

Informational Items - No action to be taken.
Amendment of Resolution NE-89-04 approving a design review
permit for 89-062 DR/DACON corporation to include findings
for exceeding the City standard height envelope as approved
by the Community Advisory Board.

CHARACTERISTICS AND OBJECTIVES UNIQUE TO THE COMMUNITY.

next regularly scheduled meeting of this community
