Linda Niles, Associate Planner Marianne Buscemi, Planning Technician 2. PLEDGE OF ALLEGIANCE 3. SPECIAL PRESENTATIONS/ANNOUNCEMENTS Morton F. August of the Public Works Department spoke on the various work projects in the City of Encinitas such as: traffic signals, street lighting standards, Encinitas Boulevard widening, master drainage plan, median islands on El Camino Real, private infractures, encroachment policy, and neighborhood traffic diversion program. Member Patton questioned Mr. August on the bus benches and associated signage. Mr. August stated that the subcommittee has submitted a proposal to City Council to use green mesh benches at 24 locations throughout the City, no advertising per~itted. other questions to Mr. August included the median strip on El Camino Real extension to Ryan, not Crest. Mr. August stated that requests for modifications to the work program be directed to the City Council. tit Mr. August further stated that they need input from the different Community Advisory Board areas on the various projects. CASE NUMBER: 89-147 V APPLICANT: Lightfoot LOCATION: 1402 Santa Fe Drive DESCRIPTION: Variance to encroach 8' into the required 40' rear yard setback for an addition to the existing residence. Motion: Board Member White - To approve the variance as submitted and recommended by staff with findings and conditions. CASE NUMBER: 89-119 V/DR APPLICANT: Fotias/Great American LOCATION: 1443 Encinitas Boulevard DESCRIPTION: Variance and Design Review for enclosing existing covered entryway that presently encroaches into the front yard setback. ENVIRONMENTAL STATUS: Exempt per CEQA section 15303 (C) Motion: Board Member Beck - To continue this item to the 8 November 6,1989 meeting to allow the applicant time to return with pedestrian access options for north/south and east/west connecting walkways. Additionally, the applicant needs to return with options for reducing the impact of two exit lanes on Encinitas Boulevard. Second: Board Member Patton Vote: Ayes - Beck, Patton, Colgan, White Nays - None Absent - William Quinn Abstain - None 7. COMMUNITY ADVISORY BOARD/PLANNER REPORTS Chairman Colgan informed the Community Advisory Board that there was to be a quarterly meeting on Friday at 7:30 a.m. and that if the Community Advisory Board had any items they would like him to bring up, let him know. On a motion made by member White, seconded by member Patton, it was unanimously approved to bring up the subject of extending the median strip on EI Camino Real to Ryan. Associate Planner Niles reminded the Community Advisory Board 8 about the special meeting of the Encinitas job center on September 25, 1989. MB/04/CAB18-1543wp5 (10-30-89-1}3 8 8. BUSINESS FROM THE COMMUNITY ADVISORY BOARD AND DISCUSSION OF CHARACTERISTICS AND OBJECTIVES UNIQUE TO THE COMMUNITY. The Community Advisory Board requested that staff check into the following items: - The access to the driveways at Red Robin and Pep Boys as it is too steep and cars bottom-out; - The landscaping at Jiffy Lube and El Pollo Loco; is it per approved plan? - The administrative review of the blue and white paint to exterior color change at the Camino Village Plaza; and - The cars at Herman Cook. 9. ADJOURNMENT Motion: Board Member Beck - To adjourn at 10:45 PM to the next regularly scheduled meeting of this community Advisory Board to be held October 2, 1989. Second: Board Member Ruthanne White Vote: Ayes - Beck, Patton, white, Colgan .
