LOCATION: 195 EI Camino Real
DESCRIPTION: Design Review for bird enclosure
ENVIRONMENTAL
STATUS: Exempt per section 15303(e} of CEQA.
Motion: Board Member White - To continue this item to the
September 18, 1989 meeting to allow the applicant
to return with the following information:
1. To provide a structural report by an engineer
on the bird enclosure for review by the City
. of Encinitas Building Department to verify the
stability of the structure on this severe
slope;
2. To provide confirmation on the date the
applicant intends to remove the first bird
enclosure;
3. To revise the landscape plan to show trees in
the northwest corner of the site; around the
trash enclosure, to include Synocantha between
the Vet hospital and the bird enclosure to
screen the view of the enclosure from El Camino
Real;
4. For the applicant to consider a repair and
painting of the trash enclosure;
5. To check with Engineering to determine if the
street trees proposed are on the City's
approved street tree list for El Camino Real;
and
6. That the applicant return with a pamphlet or
information explaining the type of drip
. irrigation proposed.

DESCRIPTION: Design Review modification for a single
story commercial retail building.
ENVIRONMENTAL
STATUS: Negative Declaration Certified.
Motion: Board Member Patton - To approve with conditions:
That the light posts be reduced to 18' as per City
standards; that a covenant be recorded for planting
and maintenance of off-site landscaping as shown on
the Landscape Plan dated . that the
,
. landscaping be planted outside the right-of-way;
that additional parking lot lighting be placed in
the south parking area for security purposes; that
flowers be added to the Landscape Plan at the base
of the building; that the colors be approved in red,
white, and blue; that a stairway be added outside
the right-of-way from the sidewalk on Encinitas
Blvd. up to the parking lot to the satisfaction of
the City Engineer; that an effort be made to
accommodate a j oint access from the subj ect property
to the property adjacent and to the west of the
site; that the wall off of Encinitas Blvd. at the
parking lot be a minimum of 27' in height as
measured from the parking lot; and that additional
shrubs and greenery be added to the Landscape Plan
in front of the parking lot wall off of Encinitas
Blvd.

APPLICANT: Warmington Homes
LOCATION: 611 Crest Drive APN 259-550-07
DESCRIPTION: Design Review of 44 single family
dwellings.
ENVIRONMENTAL
STATUS: Negative Declaration Certified.
Motion: Board Member White - To continue to August 21, 1989,
to allow the applicant to return with changes to the
plans showing more varied setbacks; an additional
25 trees spaced out between the street trees; for
staff to provide a covenant for planting outside the
target wall for approximately 15 feet; that the
applicant submit all 9 elevations; that the white
garage doors be varied with other colors; and that
any hardscape such as block walls be shown on the
site plan, and called out for height, color, and
materials.

8. COMMUNITY ADVISORY BOARD/PLANNER REPORTS
Informational Items - No action to be taken.
The Board was informed that at future Community Advisory Board
meetings, City Council and Planning Commission decisions will
be discussed so that Community Advisory Board members are
aware of other actions. The Board was also informed that
review of the Sign Ordinance and Design Review Guidelines will
be scheduled at a future meeting.
9. BUSINESS FROM THE COMMUNITY ADVISORY BOARD AND DISCUSSION OF
CHARACTERISTICS AND OBJECTIVES UNIOUE TO THE COMMUNITY.
Board member Quinn asked that the Community Advisory Board be
finally updated on the divides planned for El Camino Real.
The Community Advisory Board previously requested information
. at other meetings but no information has been forthcoming.
This item will be agendized for the August 21, 1989 Community
Advisory Board meeting.

. Motion: Board Member Patton - To adjourn at 11:30 PM to the
next regularly scheduled meeting of this Community
Advisory Board to be held August 21, 1989.

Nays - None
Absent - None
A proponent or protestant of record may appeal a final decision of
the hearing body by filing the appeal within ten (10) working days
