CALL TO ORDER/ROLL CALL Community Advisory Board Members Present: CHUCK COLGAN, CINDY BECK, ANNE PATTON, BILL QUINN, RUTHANNE WHITE Community Advisory Members Absent: None Staff Members Present: Bill Weedman, City Planner Marianne Buscemi, Planning Technician Martin Miller, Planning Technician 2. PLEDGE OF ALLEGIANCE 3. SPECIAL PRESENTATIONS/ANNOUNCEMENTS 8 City Planner Weedman announced that Associate Planner Linda Niles and Planning Technician Martin Miller will be the staff for CAB starting with the July 17, 1989 meeting. 4. ORAL COMMUNICATIONS Liz Beiner and Lois Tripp spoke in favor of the Oakcrest Master Plan and requested that CAB give its favorable recommendation to the City Council. They also asked that Council approve the Master Plan. (See Item 10 for follow up.) 5. CLOSING AND ADOPTION OF CONSENT CALENDAR A. Approval of Minutes from meeting(s) of: May 1, 1989 Motion: Board Member WHITE - To accept and adopt the Consent Calendar. CASE NUMBER: 88-285 DR/V APPLICANT: Jen Rose Development Company LOCATION: 1445-1451 Santa Fe Drive, NE DESCRIPl'ION: Design Review for a six foot high sound attenuation wall ENVIRONMENTAL STATUS: Exempt per CEQA Section 15035 (a) Due to a conflict of interest, Member ANNE PATTON left the room. Motion: Board Member QUINN - To adopt the resolution as modified provided there is adequate space for a bike lane, landscaping and sidewalks. CASE NUMBER: 89-062 DR APPLICANT: Dacon Corporation LOCATION: Starflower Road, north of Buttercup Rd. DESCRIPTION: Design Review for 23 single family homes. ~ ENVIRONMENTAL Environmental assessment previously STATUS: approved. Due to a conflict of interest, Member CINDY BECK left the room. Motion: Board Member PATTON - To approve as submitted with the modification to Condition K Pertaining to the Growth Management Program. B. CASE NUMBER: 89-044 DR APPLICANT: Dr. Warren Shetrone LOCATION: 195 North El Camino Real DESCRIPTION: 19'6" X 20'6", 18'3" high bird enclosure (coop) located 10'8" from rear property line and 15' from side property line. ENVIRONMENTAL Exempt from CEQA per section 15303E STATUS: Item continued to a later date by consensus to allow applicant time to modify the application to consider keeping a trailer on site as caretaker unit; will be re- advertised. 8 c. CASE NUMBER: 88-310 DR MOD APPLICANT: Jeff Sterk LOCATION: 1465 Encinitas Boulevard DESCRIPTION: Design review for a 15,500 square foot retail building. ENVIRONMENTAL Negative Declaration certified. STATUS: Item continued to June 19, 1989 meeting by consensus; applicant to submit revised plans to staff by June 15, 1989. CAB members to pick plans up at City Hall June 16, 1989; Staff will not prepare a staff report for June 19 meeting due to short turn around of revised plans; CAB agreed that this is permissible. 9. COMMUNITY ADVISORY BOARD/PLANNER REPORTS City Planner Weedman advised the CAB members to put any concerns they may have regarding zoning issues in writing 8 and forward to staff by Friday, June 9 so they can be reviewed by the Planning Commission. L/308B 3 10. BUSINESS FROM THE COMMUNITY ADVISORY BOARD AND DISCUSSION 8 OF CHARACTERISTICS AND OBJECTIVES UNIQUE TO THE COMMUNITY. Member BECK asked for an update on the retail center on El Camino Real which had been painted pink and blue. Staff advised Member BECK that code enforcement had written a letter to the owner advising him of the need to process a design review application. As of this date, no response has been received. Member BECK also spoke on the Oakcrest Park Master Plan, stating that she felt it was not an appropriate site for Ci ty Hall. Member BECK also stated that she felt the park was neglected. Staff Advised Member BECK that her concerns over the Park would be passed along to the Community Services Department and also staff would look into the possibility of presenting the CAB with the proposed master plan. LESTER BAGG, Planning Commission Member who was observing the meeting, explained that Oakcrest Park is not in the New Encinitas CAB area, but was actually in the Old Encinitas CAB area adjacent to New Encinitas. Member WHITE again reminded staff of the need to install 8 median strips from Encinitas Boulevard to Olivenhain Road on El Camino Real. Also, median strips are needed on El Camino Real to Ryan due to school crossings. 11. ADJOURNMENT Motion: Board Member QUINN - To adjourn at 10:25 PM to the next regularly scheduled meeting of this Community Advisory Board to be held June 19, 1989.
