DESCRIPTION: Design Review for garage/carport for 9
unit building and relocation of five
visitor parking spaces.
ENVIRONMENTAL
STATUS: Previous Negative Declaration by County
of San Diego.
Motion: Board Member White - To approve the application with
further landscaping of trees. Tree height is to be
between 10' and 25' within the same species. At
. least one of those trees is to be 25' in height.
Also, shrub screening is to located within the 5'
setback at the entrance to Forrest Bluff on the
visitor parking lot. The gate is to be black
wrought iron with contrasting colors for the

. monument sign and will conform and all standards.
Further, the concrete on top of the carport is to
be painted beige.

NOTE: After some discussion, the Community Advisory
Board members decided it was not necessary to hear this
. item and did NOT consider this item as a Minor Use Permit
application.

LOCATION: 195 N. El Camino Real
DESCRIPTION: 19'6" X 20'6", 18'3" high bird enclosure
(coop) located 10'8" from rear property
line and 15' from side property line.
ENVIRONMENTAL
STATUS: Exempt from CEQA per section 15303E.
Motion: Board Member Patton - To continue this item off
docket for a period of time not to exceed two
months. Applicant to submit revised plans in six
weeks for re-advertisement.

APPLICANT: Warmington Homes
LOCATION: 611 Crest Drive
DESCRIPTION: Tentative Map for 44 lot SFR subdivision
on 9.91 acres.
ENVIRONMENTAL
STATUS: Initial study for a recommendation of a
Negative Declaration.
Motion: Board Member white - To recommend approval to the
Planning Commission with the condi tion that the
applicant work with the Target Development to put
in 15 feet of tree screening between the Target
Shopping Center and the subject development.
Further, it was requested that the applicant work
towards mitigation of the traffic in the area.
Upon the Community Advisory Board's recommendation,
the following grading conditions were deleted from
the draft resolutions:
1. No grading permits shall be issued for this
subdivision prior to recordation of the final
. map.
2. The drainage system shall be designed to ensure
that runoff resulting from a 10-year frequency
storm of 6 hours or 24 hours duration under
developed conditions, is equal to or less than
the runoff from a storm of the same frequency
and duration under existing developed
conditions. Both 6 hour and 24 hour storm
durations shall be analyzed to determine the
detention basin capacities necessary to
accomplish the desired results.

City Planner Weedman reminded the Community Advisory Board
. members that the seminar is Saturday, April 15, 1989 at 8:30
p.m.

. 9. BUSINESS FROM THE COMMUNITY ADVISORY BOARD AND DISCUSSION OF
CHARACTERISTICS AND OBJECTIVES UNIQUE TO THE COMMUNITY.
1. Cindy Beck questioned the grading that is currently in
process on El Camino Real and Garden View.
staff stated that a memo will be routed to Public Works
requesting a grading inspection be done to determine
whether or not the applicant is exporting materials
illegally and also to verify that grading is proceeding
per plan.
2. Ruthanne White requested a copy of the signage
regulations which called for wooden village signs.
staff indicated that a new sign ordinance will go before
the Planning Commission in may for its input and then
proceed to the City Council for its decision.

next regularly scheduled meeting of this community
Advisory Board to be held May 1, 1989.
