Presentations of individual speakers are generally limited to 3 minutes, additional time for organized presentations may be requested and will be at the discretion of the Chair. 1. CALL TO ORDER/ROLL CALL Present: Cary Barton, Alan Razovsky, William Quinn Absent: Lester Bagg, Charles Colgan 2. PLEDGE OF ALLEGIANCE 3. ANNOUNCEMENTS 8 4. ORAL COMMUNICATIONS Oral comments (maximum of three minutes) will be heard from persons who submit a white slip to the chairperson. No action may legally be taken on such non-agenda items, such items will be referred to the Planning staff. Cindy Beck made a statement to the Board re: concerns with the zoning change request for the corner of Garden View and El Camino Real (from C-30 to C-36) to allow for a commercial mall. She does not feel this review is appropriate as part of the General Plan process. 5. APPROVAL OF MINUTES From regular meeting of May 16, 1988. Review of Minutes continued to next available meeting due to lack of quorum of members from the May 16, 1988 hearing. 6. APPROVAL AND ADOPTION OF CONSENT CALENDAR Items on the Consent Calendar are routine matters and there will be no discussion unless an item is removed from 8 the Consent Calendar. Items removed by a "Request to MA/03/CAB10-864wp 1(7-18-88) # Speak" form submitted from the public will be handled immediately following adoption of the Consent Calendar. Items removed by a Commissioner will be handled at the end 4IÞ of the agenda. None 7. PUBLIC HEARINGS A. CASE NUMBER: 88-102 DR/MIN/SIGN/EIA APPLICANT: Robert Scharbarth/Speedy Lube LOCATION: 215, 219 and 225 El Camino Real DESCRIPTION: Design Review, Minor Use Permit and Sign Permit and Environmental Assessment to allow for the development of a 12,000 square foot commercial auto service center. ENVIRONMENTAL STATUS: Negative Declaration pending certification. NOTE: Item continued from New Encinitas Community Advisory Board Hearing of May 16, 1988. Applicant requested continuance of 88-102 DR/MIN/SIGN/EIA tt to allow for project changes. B. CASE NUMBER: 88-146 V APPLICANT: Herman Cook Volkswagon, Inc. LOCATION: 1435 Encinitas Boulevard DESCRIPTION: Variance to allow a fence to exceed 6 feet height limitation with barbwire on top. ENVIRONMENTAL STATUS: Exempt per CEQA Section 15305(a). NOTE: Item continued from New Encinitas Community Advisory Board Hearing of May 16, 1988. Motion: Razovsky - to approve draft resolution with the following conditions: Fence will be black plastic coated, and fence will not exceed 8 feet. ENVIRONMENTAL STATUS: Negative Declaration pending Certification. Applicant requested continuance of 88-082 DR/EIA/SIGN in order to submit further documentation. 8.
