RESOLUTION NO. 89-34 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE CARDIFF SANITATION DISTRICT ANNEXING TERRITORY TO WHICH OWNERS HAVE CONSENTED "RUSSELL BARNES ANNEXATION" WHEREAS, pursuant to the Cortese-Knox Local Government Reorganization Act of 1985 (Govt. Code, Section 5600 et seq.) preliminary proceedings were commenced by resolution of application by this Board on April 11, 1989, as Resolution 89-08, for annexation to the Cardiff Sanitation District (thereinafter referred to as the District) of certain territory therein described, which description has been modified pursuant to the directions of the Local Agency Formation Commission; and WHEREAS, the annexation proposed by said resolution of application was presented to and approved by the Local Agency Formation Commission of San Diego County on October 2, 1989, and this District was designated as the conducting district and . authorized by resolution to order said annexation without notice or hearing and without an election pursuant to Government Code, Section 56837; NOW, THEREFORE, IT IS RESOLVED, ORDERED AND DETERMINED, pursuant to Government Code Section 57025 et seq.¡ a. Warren, City Engineer DATE: April 4, 1989 SUBJECT: Adoption of Resolution No. 89-08, Application for Annexation to the Cardiff Sanitation District of .52 Acres Located on the North Side of 9th Street Approximately 750' West of Rancho Santa Fe Road - Russell Barnes BACKGROUND: This is a request to annex .52 acres into the Cardiff Sanitation District. Annexation is required in order to provide sewer service to one existing single family dwellings. DISCUSSION: The existing single family dwelling is currently being served by a subsurface sewage disposal system. The owner desires a room addition to the house but is restricted due to the existing septic tank and leach lines. Lot size (.52 acres) prevents expansion of the current system. This proposed annexation is in conformance with the Cardiff Board's policy on annexations for single family dwellings on legally sized lots, conforms with current zoning (RR-2) and is within the district's sphere of influence. The parcel is located on the north side of 9th Street approximately 750' west of Rancho Santa Fe Road (see attached vicinity and plat maps). RECOMMENDATION: It is recommended that the Board of Directors: 1. Find pursuant to State CEQA Guidelines, section l5303 (California Environmental Quality Control Act of 1970), that this project is categorically exempt from evaluation. 2.
