1987-02 RESOLUTION NO. NE-87-02 A RESOLUTION OF THE NEW ENCINITAS COMMUNITY ADVISORY BOARD OF THE CITY OF ENCINITAS, APPROVING DESIGN REVIEW APPLICATION FOR MAJOR USE PERMIT P 84-031 FOR PROPERTY LOCATED AT THE NORTHERN EXTENSION OF VIA CANTEBRIA STREET WHEREAS, Gene Johnston applied for approval of Design Review of Major Use Permit P 84-031 to allow for construction of two residential buildings located at the northern extension of Via Cantebria Street; and WHEREAS, a public hearing was conducted on the Design Review Application on July 22, 1987 and August 5, 1987 by the New Encinitas Community Advisory Board, at which time all persons desiring to be heard were heard; and, WHEREAS, evidence was submitted and considered to include without limitation: 1. The application submitted (Attachment A) by Gene Johnston including all plans for development and other written information, which is incorporated by this reference as though fully set forth herein; and 2. The staff reports (Attachment B) dated July 22, 1987, and August 5, 1987, which are incorporated by this reference as though fully setforth herein; and 3. Oral information submitted at the hearing; and 4. Additional written documentation. NOW THEREFORE, BE IT RESOLVED by the New Encinitas Community Advisory Board of the City of Encinitas that: The proposed project, with all evidence, information, and material as submitted by applicant, is found to be substantially in conformance with the Design Review Guidelines of the City of Encinitas; and BF/dc/CAB2-NE136 (8-11-87-4) -6- . BE IT FURTHER RESOLVED that the New Encinitas Community Advisory Board of the City of Encinitas hereby approves the Design Review Application of Major Use Permit P84-031 subject to the following conditions. 1. Compliance with overall landscaping plan as presented; staff to monitor progress and maintenance of landscaping. 2. Occupancy of units to be limited to persons with at least one member of household being 55 years of age or older. 3. Security measures for the larger building shall include automatic door locks and automatic garage gate. 4. Carports shall conform to details with the placing of rough sawn (unpainted) redwood or cedar 2 x 3' s placed on 4" centers. There shall be no storage containers located in the carports. 5. Approval of crosswalk to the satisfaction of City Engineer at time of public right-of-way improvements. 6. Colors of structures to be as shown on sample board #2, earthtones and dark brown for accents and doors. 7. Roof tiles to be spanish type "S" tiles. Color to be terracotta (variegated) with flashed accents. 8. All roof mounted mechanical equipment to be placed below ridge line so as not to be seen. 9. Signs to be in compliance with submitted plans; monument design and color to be same as building; accent tiles to be forest green. 10. Exterior detailing to be similar to that of existing neighborhood; retaining walls to return to building at either end of building and at entry ways and to be accentuated with forest green tiles.
