RESOLUTION NO. NE 87-03
8 A RESOLUTION OF THE NEW ENCINITAS
COMMUNITY ADVISORY BOARD OF THE CITY OF ENCINITAS
APPROVING DESIGN REVIEW OF A 191 UNIT
RESIDENTIAL SUBDIVISION FOR PROPERTY
LOCATED AT 1700 OLIVENHAIN ROAD
KNOW AS: AS PORTION OF LOT 12 RANCHO LAS ENCINITAS IN
THE COUNTY OF SAN DIEGO, STATE OF CALIFORNIA
WHEREAS, McMillin Development, Inc., and Great American
Development Company applied for Design Review of a 191 Unit
Subdivision located at 1700 Olivenhain Road; and
WHEREAS, a public hearing was conducted on application
87-056 DR on September 23, 1987 by the New Encinitas Community
Advisory Board, at which time all persons desiring to be heard
were heard; and,
8 WHEREAS, evidence was submitted and considered to include
without limitation:
1. The application submitted (Attachment A) by McMillin
Development, I nc., and Great American Development
Company including all plans for development and other
written information, which is incorporated by this
reference as though fully setforth herein; and
2. The staff report (Attachment B) dated September 23,
1987, which is incorporated by this reference as
though fully setforth herein; and
3. Oral information submitted at the hearing; and
4. Additional written documentation.
NOW THEREFORE, BE IT RESOLVED by the New Encinitas Community
Advisory Board of the City of Encinitas that the Board has the
following concerns about the proposed design of the above
8 described subdivision:

1. That the applicant submit plot plans for the siting of
the proposed structures (this may be limited to Phase I
8 of Willowcreek) to include locations of street trees
and mailboxes; and show orientation of bedrooms.
2. That the applicant submit completed plans for monument
signs showing materials and colors to be used; and the
locations of the two signs.
3. That the applicant submit additional designs for the
fences abutting the creek (flood control channel) to
include type of material to be used.
4. That the applicant submit a completed design for the
bridge and railings.
5. That the applicant clarify how the open space easement
will be accessed and used.
6. That the applicant propose a plan whereby the street
trees planted within the proj ect will be harmonious
with the immediate area and the project as a whole.
7. That the applicant explain the sound attenuation
treatment planned for lots 37,38, and 39.
8. That the applicant submit the approved plans for the
erosion control of the graded area, the planting
8 program for the creek channel, and the planting program
for Olivenhain Road.
9. That the applicant submit copies of the map and
conditions attached thereto.
10. That the applicant submit proposals for other street
light designs if the authorized agency (City Engíneer
or Lighting District) will permit alternatives.
BE IT FURTHER RESOLVED that the New Encinitas Community
Advisory Board does also reserve the right to reconsider the
above and to add other concerns which may arise at any time
during the review process.

BE IT FURTHER RESOLVED that this Design Review is hereby
8 continued until the meeting of October 5, 1987.
PASSED AND ADOPTED this 23rd day of September, 1987, by the
following vote, to wit:
