Items on the Consent Calendar are matters which are either routine, self explanatory or have been
discussed at previous meetings. It is anticipated they will not be discussed separately. With a motion
"to adopt the Consent Calendar" the Community Advisory Board approves all Consent Calendar
staff recommendations, as shown on the agenda. These items are grouped together to allow time for
other items on the regular agenda,

8 However, items may be removed from the Consent Calendar for discussion either by a "Request to
Speak" form from the public, handed to staff, or a request by a Board Member.
Items removed by a member of the public will be taken up immediately following adoption of the
Consent Calendar. Items removed by a Board Member will be taken up at the end of the regular
agenda.
D. CLOSING AND ADOPTION OF THE CONSENT CALENDAR

F. ORAL COMMUNICATIONS (15 MINUTES)
Oral comments (maximum of three minutes per person) will be heard from people who submit a white
speaker's slip to staff. The law precludes the Board from discussing or taking action upon such non-
agenda items. They will be referred to the Planning Staff.

APPLICANT: AirTouch Cellular
DESCRIPTION: Proposed Major Use Permit, Coastal Development Permit and
Environmental Initial Assessment for a proposed wireless telecommunications facility,

8 including an equipment building of approximately 400 sq. ft., multiple roof-mounted antennae,
landscaping and other site improvements on a site of 1.06 acres containing an existing
telecommunications facility, and adjoining the 1-5 freeway corridor in the Residential 11 zone.
LOCATION: 2775 Caminito Ocean Cove
ENVIRONMENTAL STATUS: Negative Declaration pending certification.
STAFF RECOMMENDATION: Disclose all information which you have received outside
the hearing, receive public testimony, and recommend approval of Application 94-204
MUP/CDPÆIA to the Planning Commission.
Motion: Board Member MacFall - To recommend approval of Application 94-204
MUP/CDPIEIA to the Planning Commission with the condition that
significantly increased landscape screening be added to the project to serve
as a visual buffer.
