A. CALL TO ORDER / ROLL CALL
All members of both Boards were present with the exception of
Cardiff Board member MacFall.
B. PLEDGE OF ALLEGIANCE

1. 1993-94 Annual General Plan Review: Case No. 92-143 GPA/EIA-
(Applicant-initiated Plan Amendment and Rezone Request).
Environmental Status: Negative Declaration Pending. Contact
Planner: Craig Jones.
staff Recommendation: Review report and identify any other
issues that may be relevant for deciding this plan amendment
request. After discussing this item, any comments will be
forwarded to the Planning Commission and City Council.
Discussion centered on the part of the proposal to have the
north 50 ft. of the site be rezoned to R-3, subject to a
boundary adjustment and sale to expand the adjacent five lots
to the north. Some members expressed concern that, in
agreeing to participate in the rezone, the neighbors to the
north might not be acting in their own best interest. Concern
was also expressed that the site's development potential under
the present RR-1 zoning has not been adequately investigated.
Other members expressed support for the resubmittal and its
attempt to compromise to satisfy the applicant's and the
neighbor's needs, and to address environmental issues.

At the end of the discussion, the joint CABs voted 5 to 4 not
8 to support the proposal, based upon the above concerns.
D. ADJOURNMENT
Meeting to be adjourned to the next regularly scheduled
meeting of the Cardiff and New Encinitas Community Advisory
Boards of March 22 for the New Encinitas CAB and March 29 for
the Cardiff CAB.
A proponent or protestant of record may appeal a final decision of
the hearing body by filing the appeal within fifteen (15) calendar
days after the hearing (except for determinations related to
subdivisions which have a 10 calendar day appeal period pursuant to
the state of California Subdivision Map Act) through the Office of
the City Clerk, City of Encinitas, 505 s. Vulcan Avenue, Encinitas,
CA 92024.
