3. SPECIAL PRESENTATIONS/ANNOUNCEMENTS
Junior Planner Langager informed the Community Advisory Board
that the September 25 meeting has been cancelled. Ms.
Langager further informed the Community Advisory Board that
the City of Solana Beach had extended an open invitation to
the Board to attend a council meeting on Monday, September 18
regarding the Inn suites Project on Highway 101.

DESCRIPTION: Resolution of Approval for the Design
Review application and Tentative Parcel
Map application to allow the construction
of a proposed four unit condominium
townhome complex in the R-11 Zone.
ENVIRONMENTAL
STATUS: Exempt per section 15303, Class 3b of
CEQA.
Motion: Board Member Shur - To approve and adopt the
resolution for 89-122-DR/TPM with the following
conditions added to the resolution:
1.) A condition requiring the developer to pay
additional funds for low income housing in the
amount of $1,686 per dwelling unit shall be
added to the General Conditions.
. 2.) A minimum of sixteen trees shall be required
which includes four Washingtonia Palms.
Conditions 2 A-b and 4 A-b shall be revised
accordingly.

meeting to allow the applicant time to resubmit
additional information.

7. PUBLIC HEARINGS
A. CASE NUMBER: 88-319 MIN/MOD
APPLICANT: Weidner's Begonia Gardens
LOCATION: 595 Normandy Road
DESCRIPTION: Compliance Review of the conditions of
approval associated with the approved
modified Minor Use Permit which allowed
the operation of a retail/wholesale
. horticultural business.
ENVIRONMENTAL
STATUS: Exempt per section 15301 of CEQA
Motion: Board Member Shur - To allow the applicant 30 days
in order to complete conditions 28, 31, 32 and 33;
30 days in order to submit and actively pursue a
building permit; 30 days to provide evidence that
a Coastal Commission application has been submitted;
and 30 days to submit a tentative schedule by which
Coastal Commission shall complete its review. If the
above conditions have not been met within the given
time frame the item shall be scheduled for the next
available Leucadia Community Advisory Board agenda
for compliance review. Further the Community
Advisory Board encourages Mrs. Nafziger and Mrs.
Weidner to meet with staff to discuss their
particular concerns.

. APPLICANT: David Leighton
LOCATION: 660 Leucadia Boulevard
DESCRIPTION: Minor Use Permit application to allow a
greenhouse on a single family residential
lot in the R-3 zone.
ENVIRONMENTAL
STATUS: Exempt per section 15303, class 3e of CEQA
Motion: Board Member Shur - To continue the application 89-
143-MIN to the October 5, 1989 Leucadia Community
Advisory Board meeting.
Second: Board Member Kaden
Vote: Ayes - Shur, Kaden, Eldon, Locko
Nays - None
Absent - Harwood

8. COMMUNITY ADVISORY BOARD/PLANNER REPORTS
. Informational Items - No action to be taken.
Member Kaden requested that the site plans be more specific
and detailed in describing buildings and locations of
structures on the property, including permanent equipment.
Member Kaden further stated that she had some questions
concerning IOD's and Waiver of IOD's.
The Community Advisory Board members questioned Public Works
representative Jim Paige on illegal dumping. Jim Paige stated
that three letters are sent to the owner before any action is
taken. Mr. Paige further stated that the biggest problem is
stock piling of dirt.
