PUBLIC HEARINGS A. CASE NUMBER: 89-014 MUP/EIA/TPM APPLICANT: Southmark Pacific Corp. LOCATION: 2100 N. Highway 101 Northwest of La Costa and 101 on the coastal bluffs DESCRIPTION: Conceptual Review of the Major Use Permit Application and Environmental Initial Assessment to allow the construction and operation of a 180 room hotel and a Tentative Parcel Map Application to . consolidate four parcels into one in the Limited Visitor Serving Commercial Zone. dl/07/cab18-1426wp5 (9-1-89-3) 3 .' . ENVIRONMENTAL STATUS: Environmental Under Review. No motion was made regarding this item. Public testimony was heard in which the following issues, questions and concerns were raised: - Setback at southerly property line, need more separation between residences and hotel - Service corridor along south property line (it was clarified at the meeting that the corridor was underground and most likely would not impact the adjacent properties) - Easement rights of property: state or city? - Compensation for relocation of mobile home residents - Process and policy for closing mobile home park and disturbance to low-income housing stock - Excavation of underground parking - Sufficient guarantees for completion of project - View impacts to adjacent property owners - Height of structure and how height will be measured - Grading seems to be excessive - Surplus sand leftover from grading as requested to be placed on beach in Leucadia Community - Structure is too large - it is out of character with the surrounding area (bulk and mass) . - Alternatives possibly 25-50% less of the proposal - Traffic - Compatibility with community character - Hotel deliveries - Insufficient parking - Remoteness of public viewpoint - Need good and visible access to public walkways - Drainage - Number of employees - Slope of driveway to hotel entrance - Configuration of hotel driveway/Highway 101 and La Costa Avenue intersection - Lighting and impacts of lighting on natural environment In order to fully address these issues and concerns and to receive additional input from citizens the Community Advisory Board decided to hold a Saturday workshop for the public. The workshop will be held in late September or early October. No specific date was set. The Board requested that a large sized ad be published for the public notice. 8.
