PUBLIC HEARINGS A. CASE NUMBER: 88-336 DR APPLICANT: Steve Goins LOCATION: 2016 Sheridan Road DESCRIPTION: Addition to Existing single - family residence to exceed interim height regulations. ENVIRONMENTAL STATUS: Exempt per CEQA section 15310(e) Motion: Michael Goldstein - To adopt the draft resolution as per staff recommendations. CASE NUMBER: 88-275 DR APPLICANT: Coast Savings and Loan Association LOCATION: East side of Saxony Road between Quail Hollow and Brittany. DESCRIPTION: Modification of Major Use Permit to allow a change in product type from 156 attached townhomes to 110 single family detached zero-lot-Iine homes. ENVIRONMENTAL STATUS: Environmental assessment pending. Motion: Michael Goldstein - To recommend to the Planning Commission denial of the project based upon the following findings: The location, size, design or operating characteristics of the proposed project will be incompatible with or will adversely effect or will be materially detrimental to adjacent uses, 8 residences, buildings, structures or natural resources, with consideration given to, but not limited to: JK/05/CABI3-1171wp5 5(2-28-89-4) . . . a) The inadequacy of public facilities, services and utilities to serve the proposed project in that Saxony Road from the intersection of Quail Gardens Drive and 8 south to Leucadia Boulevard is a fairly steep grade road with numerous access points which has not been shown to be able to adequately accommodate the additional approximately 1060 average daily trips projected for the development; and b) The unsuitability of the site for the type and intensity of use or development which is proposed in that the project is proposing exclusive use areas of approximately 4,000 square feet for two story houses which range in size from approximately 1,600 to 2,000 square feet with limited separation between the housing units relative to contiguous exclusive use areas. The size of the houses and the overall appearance do not reflect a density which is consistent with a rural atmosphere desired by the community and as exhibited by the single family dwellings which are above and to the west of the project site; and c) The harmful effect, if any, upon environmental quality and natural resources of the City are in question since the latest environmental impact report for the project was completed prior to construction of surrounding residential areas and does not consider the total impact of the project upon community character, traffic generation, open space use and biological resources. 8 Although the project may be in substantial accord with the original project, public controversy is such that environmental concerns need to be reevaluated in light of changing circumstances relative to community character, traffic generation, open space use and biological resources; and d) The project fails to comply with the design review regulations and guidelines in that the project as proposed is too dense for the developable portion of the site and the project design featuring two story, Mission style stucco homes with red tile roofs presents a monotonous appearance and is not consistent with the desired rural character of the area and; e) The project does preserve substantial open space but the limitations of use placed upon the open space will not offset the density of the project nor provide a substantial public benefit which will allow for the project to be approved with a project density greater than mid-range of 92 units.
