Continued discussion of Characteristics and objectives unique to the community. Topics to be discussed include but are not limited to the following: 1. Pedestrian Paths 2. Drainage Problems 3. Community Advisory Board Involvement 4. Dark Skies 5. Floor Area Ratios 6. Illegal Dumping 7. Noticing Advertising Area 8. General Plan 9. Community Advisory Board Comments 10. Other issues of importance as brought out in public 8 hearing and Community Advisory Board discussion. The Public Hearing on Community Character was opened and the following Board Members were heard: Karen Kaden Sheila Locko The following issues were identified during the public hearing: - Pedestrian paths - Safe Route to School - Drainage problems - Grading Ordinance - reference to illegal grading - Dark Skies ordinance for Leucadia - Advertisement of public hearings - notices to people within a 300 foot radius is inadequate. Motion: Board Member Karen Kaden - To set the Dark Skies discussion on a future Leucadia community Advisory Board agenda with a minimum number of items. CASE NUMBER: 89-213 TPM APPLICANT: David B. Connell LOCATION: 1231 Hygeia DESCRIPTION: 3 Lot Subdivision ENVIRONMENTAL STATUS: Exempt per CEQA Section 15315 Motion: Board Member Allen Shur - To approve 89-213 TPM with the condition that parcel 3 be connected to existing public sewer and that the applicant be responsible for drainage only within his property boundaries. Item 5A.: Approval of minutes of April 5, 1990 Motion: John Eldon - To approve subject to staff working with member Karen Kaden to resolve wording questions regarding the Road Standards motion. CASE NUMBER: 89-023 TPM/EXT APPLICANT: George Goettel LOCATION: 529 Hermes DESCRIPTION: 4 Lot Subdivision Extension 8 ENVIRONMENTAL STATUS: Exempt per CEQA CC/03/CAB19-1791wp5 (6-27-90/4) 3 I 8 Motion: Board Member Allen Shur - To continue 89-023 TPM/EXT to the meeting of May 24, 1990. COMMUNITY ADVISORY BOARD/PLANNER REPORTS Informational Items - No action to be taken. Assistant Planner Jones stated that the Planning Commission approved the condominium conversion application of Cairncross, 89-184 TM by 2-1 (Dean dissenting). The impact of converting potential low-to-moderate affordable housing was not an issue of concern at this time and the Commission determined that there would be no significant change in the number of rental housing stock created by this conversion. 10.
