PLEDGE OF ALLEGIANCE 3. SPECIAL PRESENTATIONS/ANNOUNCEMENTS Nomination of Planning Commission candidates: Sheila Santaw- Cameron, Bill Dean and Dennis Holtz. (Dennis Herskowitz withdrew his name as Planning Commission candidate). All three candidates received at least the minimum three votes required for nomination. 4. ORAL COMMUNICATIONS 5. CLOSING AND ADOPTION OF CONSENT CALENDAR A. Approval of Minutes from meeting(s) of: January 18,1990. Motion: Board Member Allen Shur - To accept and adopt the Consent Calendar with the following revisions: At the Board's direction, staff has been requested to write to Herbert Jacobs that his desire to speak e to the Board Member was acknowledged. ENVIRONMENTAL STATUS: Exempt per Section 15303 Motion: Board Member Allen Shur - To continue 89-184 TM off calendar per applicant's request. CASE NUMBER: 89-184 TM APPLICANT: Jeff Cairncross LOCATION: 1149 Vulcan Avenue DESCRIPTION: Tentative Parcel Map for the proposed conversion of eight existing apartment units in the R-11 multi-family zone. ENVIRONMENTAL STATUS: Mitigated Negative Declaration prepared. Motion: Board Member Harwood - To deny without prejudice based on the following issues: 8 1) Incomplete landscaping plans to deal with the visual impacts of the building. CC/DC/CAB18-1675wp5 2(2-2-90/1) 2 8 2) Improve the bus stop area to facilitate pedestrian and other modes of transportation pursuant to the General Plan. 3) Lack of mechanism to regulate the condo conversions as they relate to the displacement of low and moderate income families. It was the Community Advisory Board's desire that this case be denied without prejudice and moved forward to the Planning Commission so that the issue of low/moderate housing can be resolved. An additional concern involves the possible loss of rental units and lack of process to adequately deal with this l.ssue. CASE NUMBER: 89-286 MUP APPLICANT: Charles Rogers 8 LOCATION: 1950 Highway 101 DESCRIPTION: Major Use Permit for a liquor license and review of exterior modifications, landscaping and signage to an existing commercial building. ENVIRONMENTAL STATUS: Exempt per Section 15301(a), 15302(b) and 15304 (b) of CEQA. Motion: Board Member Allen Shur - To Allen Shur - To approve 89-286 MUP with the following conditions: 1) Allow the applicant the option to leave the building the existing color combination of grey and blue or change it to a neutral sandy color in order to complement the proposed pink and green neon lights. . 2) Allow the area of proposed signage to be 118 square feet rather than 100 square feet as required by the Sign Ordinance. 3) Remove the pine trees and transplant them to another location at the discretion of the applicant. 8 4) Neon illumination along base of roof shall be pink and green (when lit). 5) Back lit awning will not be used. COMMUNITY ADVISORY BOARD/PLANNER REPORTS Informational Items - No action to be taken. 9. BUSINESS FROM THE COMMUNITY ADVISORY BOARD AND DISCUSSION OF CHARACTERISTICS AND OBJECTIVES UNIOUE TO THE COMMUNITY. 1) Topics of concern at previous Breakfast meeting with the Mayor: Road Standards. 2) Dialogue between the Community ADvisory Board and the Planning Commission communication gap exists on feedback and follow-up on previous decisions and appeals. 3) Streamlining the process to make the meetings go quicker by condensing the amount of complex and lengthy paperwork 8 for the Community Advisory Board members to review. 10. ADJOURNMENT Motion: Board Member John Eldon - To adjourn at 10:00 PM to the next regularly scheduled meeting of this Community Advisory Board to be held February 8, 1990.
