The proposed project is located in the Limited Visitor-Serving Commercial Zone. ENVIRONMENTAL STATUS: EIR certified by the Planning Commission on september 12, 1991. Motion: Board Member Eldon - To recommend to the Planning Commission denial of Case No. 89-014 MUP/DR/V/TM/EIA due to the: 1. Imposing bulk and mass of the project on the site. 2. Negative impacts to residential properties to the south including views, noise, traffic, and possible instability fì of the coastal and inland bluff as a result of extensive grading/excavation. 3. Determination that part of the project contains 3-story structures since it was determined that the present on- site grade shall be considered natural grade. 4.
