Motion: Board Member Buck - To accept and adopt the Consent Calendar with the following revisions: ~ A. The minutes of June 6, 1991, is revised to indicate that Board Member Jacobson was absent due to a conflict of interest from the Item 7B Motion (Case No. 91-075 MIN/DR). CASE NUMBER: 91-036 TPM/EIA/DR APPLICANT: Tarman LOCATION: East side of Neptune between Jupiter and Avocado. DESCRIPTION: CAB II Hearing for a proposed 3-unit condominium project with underground parking in the R-11 Zone. Additionally, ,,",~ the applicant is requesting to exceed the \~ standard height envelope. Continued from the meeting of June 6, 1991. ENVIRONMENTAL STATUS: Recommended mitigated Negative Declaration. Motion: Board Member Eldon - To continue Case No. 91-036- TPM/EIA/DR to an on-site special meeting of the Leucadia CAB on June 27, 1991. Additionally, the meeting was continued to allow time for the applicant to address the following issues: 1. Submit a revised landscape plan based on the revisions noted at the 6/20/91 meeting, additionally callout the height that the proposed plantings will reach at maturity. 2. Address bulk and mass of the structure and the possibility of scaling the project down. 3. Add ivy to the second floor deck on the east elevation. This should be reflected on the landscape plan to show how it will be planted and maintained. . MN/02/CAB26-3057wp51 (8-12-91/2) 6 . - . 4. Eliminate Parking stall #1 on the site plan. Colored concrete shall be used to delineate the striping of the two remaining parking stalls. This should be depicted on the site plan. ~ 5. Reduce the height of the structure to be within the 22' standard height limit. The requirement for story poles was eliminated due to the fact that the structure will be reduced to 22'. 6. Eliminate the roof deck. 7. Submit revised building elevations and cross section to depict the structure at the 22' height. 8. Prior to the special meeting scheduled for June. 27, 1991, the applicant shall drop a chalk-line which identifies the dimension of the proposed building footprint. CASE NUMBER: 91-075 MIN/DR I~ APPLICANT: Rivera Food store 1354 Old Highway 101 LOCATION: DESCRIPTION: Minor Use Permit and Design Review for a proposed monument and wall sign for an existing food store. The Minor Use Permit is required because the applicant is proposing to exceed the standard 8 foot monument sign height limit by 4 feet for a maximum height of 12 feet. Continued from the meeting of June 6, 1991. ENVIRONMENTAL STATUS: Exempt per CEQA Section 15311 Class 11a. NOTE: Staff is requesting that this item be continued off-calendar since the applicant has requested that the project be placed on "hold" at this time. The Board unanimously continued this item off calendar. 7. PUBLIC HEARINGS A. ". ENVIRONMENTAL STATUS: Exempt per CEQA, Section 15301. NOTE: The Public Notice for this item was invalid, therefore it will be renoticed and placed on the agenda for the meeting of July 18, 1991. 8. BUSINESS Discussion of specific issues at CAB I hearing to better assist applicants. Note: The Board unanimously decided to place this issue on a {'\ future agenda due to the late hour. '-.. 11.
