Review of Resolution of Denial for a Minor Use Permit request to operate a two room Bed and Breakfast Home at 1666 Neptune Avenue located in the R-11 Zone. The application also includes a proposed off-site parking agreement to allow one off-street parking space to be located on the adjacent . property to the south (1660-1662 Neptune Avenue). Public Hearing for a proposed Tentative Parcel Map and Environmental Initial Assessment for a 4 lot single family residential subdivision of 7.5 acres in the RR-l Zone. Case Number: 91-192 TPM/EIA, Applicant: Fred Snedeker. Located on the west side of Saxony Road south of La Costa Avenue. Environmental Status: Mitigated Negative Declaration Recommended. Staff Contact: Jim Kennedy. STAFF RECOMMENDATION: Receive public testimony, review project, and continue Case No. 91-192 TPM/EIA to the meeting of December 10, 1992. Motion: Board Member Eldon - To continue Case No. 91-192 TPM/EIA to the meeting of December 10, 1992 to allow the applicant and staff to address the following issues: 1) Address siltation/drainage associated with the project and provide a channel improvement plan including a proposed planting plan; 2) Address the traffic issue on Saxony Road in regard to four individual access drives proposed on Saxony and the consistency of the existing speed limit with the proposed development; 3) Clearly delineate the proposed open space easement and identify what type of treatment/use will be allowed in the . open space easement; 4) Provide a Riparian Replacement Plan and identify the buffer zone from riparian habitat. BUSINESS Presentation by "People For Trees" regarding the Highway 101 6. Tree Planting Program for the Board's review and discussion. By consensus the Board continued Item J.6 to the meeting of December 10, 1992. 7. Presentation and Discussion on the Encinitas Ranch Specific Plan from Task Force Representative Lars Fahlberg. Boardmember Fahlberg updated the Board on the status of the Encinitas Ranch Specific Plan; noting that there were three main issues the Task Force was focussing on at this time those being proposed land uses for the Green valley area and the Upper Mesa, and the Leucadia Blvd. connection. 8. Presentation and Discussion on the Oak Crest Park Master Plan from Sheila Cameron. By consensus the Board continued Item J.8 to the meeting of December 10, 1992. K. ADJOURNMENT . Meeting to be adjourned to the next regularly scheduled meeting to be held Thursday, December 10, 1992.
