SPECIAL PRESENTATIONS/ANNOUNCEMENTS Assistant Planner Langager informed the Board that the noticing requirements were not met for the special meeting scheduled for June 18, 1992. Staff requested that the Board make a motion to place "Discussion of Rescheduling a Special On-site Meeting for Case 89-291 TM/EIA, Community Bank," on the agenda as Business Item 9C. Note: The Board is able to place the item on the agenda pursuant to section 54954.2 (b) (2) of the State Government Code which stipulates: The Board may, with a 2/3 vote, place an item on the agenda if the need to take action arose subsequent to the posting of the agenda. Note: No action is necessary on this item due to the fact that the Engineering Department has determined the map to be technically correct; therefore, the time extension is not required. ENVIRONMENTAL STATUS: Mitigated Negative Declaration Certified April 24, 1990. Assistant Planner Langager informed the Board that the Tentati ve Map was determined to be technically correct on June 1, 1992, therefore the extension was not needed and no action was required by the Board. . B. CASE NUMBER: 92-066 MIN/MOD APPLICANT: Richard Toohey LOCATION: 1244, 1246 and 1302 N. Highway 101 DESCRIPTION: Request to modify a previously approved Minor Use Permit (No. 91-173 MIN) to allow 20 additional off-site parking spaces on an existing vacant lot and 1050 square feet of additional booth area for an open air week-end sales bazaar. A request to allow a 10' monument sign to exceed 2' above the standard 8' height limit is also included. ENVIRONMENTAL STATUS: Exempt per Section 15303, Class 3 (c) of CEQA Motion: Board Member Eldon - To approve Case No. 92-066 MIN/MOD with staff recommendation and the additional condition that the applicant modify the freestanding monument sign located at 1302 N. Highway 101 to achieve greater consistency in terms . of color and letter style with the existing freestanding sign for the outdoor sales bazaar located at 1244 N. Highway 101. Design Review is required since the proposed dwelling is similar in design to another dwelling proposed within the immediate neighborhood. STATUS: Exempt per Section 15305, Class 5 (a) of CEQA CD/03/PN6-647wp51 (6/15/92-2) 10 Motion: Board Kember Falberg - To approve Case No. 92-043 BA/CC with the following revisions to the Draft Resolution of Approval as recommended by staff. . 1. Correct the spelling of the applicant's name on page one. 2. The expiration date shall be June 4, 1993. 3. Add Condition No. 11: "A seven foot strip along the project frontage of Plato Place shall be dedicated to the City of Encinitas to complete a 54 foot right-of-way 27 feet from the centerline." BUSINESS The Board engaged in a general discussion of proposed changes to the Land Use Decision Making Process, and discussed the CAB/Planning Commission/city Council workshop on the Land Use Decision making process related to form and format. 10.
